Redefining the term "disarm"

Baron Silas Greenback, leader of the nation of Kitella has cut funding for the military by more than 75%. The funding has gone into high tech methods of defense and covert ops. In a statement to the media, Greenback said, "We must protect each one of our citizens and the best way to do that is by not sending them into battle."
The country already had been dominated by Information Technology companies, but now that is nearly all that exists as more and more advanced armaments are researched.
There are rumours that self-cloaking devices have been developed, allowing operatives to infiltrate any nation of interest to Kitella. These rumours have been quickly denied by the administration but the fact remains that the bulk of military funding is being dumped into the development of such technologies. Baron Greenback has repeatedly said that he wants no part in any conflict but says he will defend the sovereignty of Kitella.
When Kitella had banned guns several months previous to this, the public viewed this as a step towards pacifism where our borders would be open to all. There was no indication that the move was a precursor to a new war machine. While the nation promotes itself as a peaceful country, somewhere at its heart lies a churning cauldron of deceit and aggression; Unknown to most but the information that is necessary to all.
