A 6m by .4m tungsten rod, with a sensor on the front and four fins to control direction at the end, can be launched from orbitting satellites. The sensor searches for the target using a variety of lightwaves on the way down, while it steadily accelerates. It hits the ground with such force (kinetic energy) that anything beneath it will crumble. Basically, it's a controlled meteor.
