Well, all you need to do is have a vial of something that can breed and mulitply, at a molecular level, fast enough to encompase a city block sized area before the virus' genetic coding causes the virus itself to degenerate into base organic compounds that either dissapate or decompose over time. If you wanted to be really sneaky, you'd try and retrofit the HIV virus into an airborn alternative that, when inhaled, slightly alters the DNA structure of it's new host to give the poor creature Lesch-Nyhan syndrome.

While we do have the technology, we have yet to... uh... consider such a request. Most of it is still at the theoretical level, a major conceptual problem being the predicted range of such an attack. Once we've perfected the technique, we'll let you know.
