Exetonia Minor begins Nuclear Weapon program

Today the commonwelath of Exetonia Minor announced that they had begun a nuclear weapons program and had purchased a small number of nukes. This begins their quest to become a world nuclear power.

40,000 Kilos Heavy water
1 x heavy water plant
10 x Large centrifuge
10 x silo system
100 x 'Apostle' Class MIRV ICBM


This gives us an effective 8000 mile nuclear range. Production will be complete in 3 years.

On behalf of all peoples of the Constitutional Monarchy of Lighfootland and our esteemed soverign, Lord Lighfoot the First, I would wish to publicly question the underlying motives behind Exetonia Minor's overt purchasing of lethal weapons of mass destruction.

Their representative here has commented upon their desire to become a "world nuclear power" which would appear to go beyond the neccissity of mere "self defence".

As an ever-growing supporter of Nuclear Disarment we, on behaf of not only our own peoples but the people of the world demand that a moe detailed agenda and rationale be revealed by Exetonia Minor.

The United Imperium of Crossman congradulates your scientists for their work but we urge you to not make any hasty decisions with these weapons. We too keep a nuclear stockpile, but as most nations do, we too keep them for defense. As I said, be wise about these weapons.

It is with deepest regret that I must voice my deepest suspicion over Extonia Minor's purchasing of these ugly, ugly 'necessities', based upon their instant dismissal of the simple request of an overview of their nuclear agenda.

I put it to the world that the desire to be a World Nuclear Power merely for defence purposes whilst denying our peoples the reassurance of peace is nothing short of criminal.

We have no plans to use these weapons as an offensive system, meley as a defnsive system. Ma-Tek, we view your letter as very diplomatic and thank you for showing an interest in a small nation such as ourself without threatening war towaqrds however, we must respectfully decline your request for us to dosarm as we do not see why if larger nations can hve them we cant. The way we view it, Nukes bring about MAD between allies and enemies alike and therefore keep these nukes as a detterent. We would never use them in offence against another nation especially a nation without nukes. After seeing your nations small size and reasons for wishing to aquire these weapons and weapon making skills, we are willing to assist by sending 780 Million dollars in support to your nation so that you may speed up the process, and hopefully, refine it. We are also willing to give you some of our blueprints to "safe" nuclear weapons, or ones that tend not to have a negative effect if somehow detonated in your nation by extremist or others, a better safe guard then anyone that I can say, but can't say in even a secret message.

OOC: Um, okay, do you not want my aid. And comparatively to me, you are only roughly 1/4 my nations size, so that would still be considered small to my nation. Also, do not speak in a "hostile" manner, or at least this is the way I took it, toward my nation. This is not intended as a threat but the way you speak is not fulfilling to any diplomatic relation toward my nation at all.

Arming with nuclear weapons is a long-term commitment; and no government can truly say with all certainty that it will exist but a few years from now. Such as that may be, one must consider the long-term amply well; can Exetonia Minor be absolutely certain that policy will not change, generation to generation?

"And regarding so-called Mutually Assured Destruction; it is but a myth, for one must only have enough nuclear weapons to utterly destroy the other's capacity to strike back, and swiftly. A statement from our First Minister, Sir Giles:

Once again it is with a heavy heart that I address the leaders of the nation of Exetonia Minor upon behalf of my cabinet, peoples and soverign monarch.

We, as a peoples, a nation and as a government, have absolutely no interest in declaring war on the innocent population of Exetonia Minor. Merely, we deeply hope that Exetonia Minor, who appear very set in their decision to own ugly weapons, will instead be very wary of the use of nuclear weapons.

We mean not to appear disrespectful and offensive, rather we wish to merely and sincerely offer the hand of friendship and guidance.

We wish Exetonia Minor the best of luck with their chosen stance and hope peace may remain between our two civilisations.

"That would be a greatly pleasing step towards improving the general acceptability of the possession of nuclear arms, we are certain. The Commonality applauds Exetonia Minor for its foresight, but again states that not all things are etched in stone; and times may change - and so may minds.

"We dearly hope and wish for a great and peaceful future for Exetonia Minor. With that in mind, I have begun a petition to the Commonality Economic Court to grant Exetonia Minor 'Regulated' trading status with the Commonality, with a view to potentially enhancing that relationship - in time, and as trust and understanding develops. They are likely to achieve a decision over the next few days; the Chief Justice of the CeC will likely make the announcement herself.

The NIOUA Intelligence Under-Director chuckled quietly over his warm tea, taking a light sip before shaking his head slowly. "Back in my day we'd never have been so placating, Semir."

"And that's why the Empire was in a constant state of near-warfare, Si. I warned you to be calmer, but you never did listen," Semir replied with a small smile. "Besides, people appreciate it if you don't just blockade them at the drop of a hat, tempting though that may sometimes be."

Si Ling, the former Emperor, shrugged. "I still say that might makes right. If they do what is wrong, then you smack them until they do what is right. It works with our children, yes?"

"Not exactly," Semir replied with a low laugh. "I mean, we don't hurl kinetics at our children. Do we?"

"A valid point," the former Emperor admitted. "Yet even under my rule, we never failed to use non-lethal armaments wherever we could. - I do believe it was you that insisted on that, Semir. I never saw the point. Why should we respect the lives of an enemy that is willing to kill us when we have no wish to kill them in return? Better, surely, to end their lives and be done with it."

Semir-randil scowled faintly, and stood, marching to the VisiWall that served as a window. There were very few real windows in the Palace, even though the outside walls were dotted with them; those windows were fabrications, with backlighted paintings behind them. The illumination varied to give the effect of changing daylight; such had it been even in the days of the Eternal Flame. The grounds had not changed much since then, Semir observed. He considered Si Ling's statement; it was one that disturbed him greatly, for it was a Human sentiment to his eyes. Not Nenyan.

But Semir's ideal of Nenyan had never been entirely near the truth; he had grown up amongst the new and fresh species, not this polluted and tainted race that now called itself Nenyan. Polluted and tainted by the world of the Atani; not by their blood. The injection of Human blood several generations ago had indeed helped the species; the dominance of the Nenyan genome asserted itself quickly enough, but with the addition of a small amount of fresh genetic material. The gene pool had widened properly, then; now the future of the species was all but secured, as had been the intent.

Yet he knew that the way of thinking of his kind had changed long before that infusion of new blood. Long before.

"Si," he began slowly, not bothering to turn to face the younger man, "our past was bloody beyond belief. You witnessed some of that; you lived through some of our very darkest years, my young friend. Not the darkest, not by a long shot, but dark enough. The Long Night saw atrocities that not even the era of the Eternal Flame brought; you know that path, for you have seen others walk it. The path from controlled killing to wanton destruction is a murky one, often obscured by the many by-roads which lead one to the destination; not all of them lead to the very worst end, but many of them do. We cannot afford to be seen as what we once were; the Humans outnumber us so greatly. You are aware our strength is only strength so long as they fear us - not for what we were, but for what we may become."

Semir did not believe that the Atani held any fear for the Nenyan Kin; but sometimes it was best to make a point with a small untruth. This was such a time.

Si appeared to consider for many moments; Semir could feel the shape of his thoughts and emotions altering, in that delightful psionic undercurrent to the vocal conversation that non-Nenyans could not perceive. He knew the feelings of the man across the room; yet he did not know the full content of his thoughts. Merely the concepts were known, here or there, not the actual, real content. He was aware that Si was remembering days that had gone by, but not which days; he was aware that Si considered his words wise, but he was not certain which ones were considered so, for he also had the sense that the Nenyan also thought him a fool.

It was not an uncommon perception.

"Perhaps," Si agreed eventually. Grudgingly. "But I still believe we take the wrong path regarding Exetonia Minor. It is not my place to say so publically, so I will not. But I disagree, Semir. I think you treat them too gently. They are children to us, and children must be treated both with respect and with guidance; and the only guidance a child truly understands is the fear of punishment, should they do wrong."

Semir gazed out at the grounds; he did reply, but too softly to be heard: gently, he muttered, "Perhaps."
