A few things to keep in mind. In the real world, saber rattling rulers scare the hell out of their neighbors... those neighbors either choose to become client states, find powerful allies (or at least as many allies as they can) or fight and hope they achieve what Finland did in the Winter War in 1940 (defeat but continued existence)

So a large nation with hundreds (or thousands) of nuclear weapons, dozens of combat divisions, a huge fleet with lots of carriers, and or hundreds of strategic bombers would in real life cause everyone else to be distinctly nervous about them (ever wonder why NATO was created in 1949, or why a lot of nations don't trust the United States?)

If this nation has an expansionist political philosophy, people get even more nervous (most people worry when someone talks about World Wide Revolution for example, or openly states that conquering X is their national destiny)

And a nation that has a record of internal totatitarinism, especially of death camps, or gulags, or simple forced labor camps to reeducate the prisoners...

guess what...

Nations suddenly beg for aid (to keep from getting conquered hopefully), arms themselves to the teeth in case you look at them, or create alliances

so don't take it personal if you want to be Alexander the Great or Hitler and nations gang up on you... its good roleplaying and historically accurate
