"Damn it Bernard, you promised me a majority." Prime Minister Olendorf angrily yelled.

"Hey! Hey! Do you think I didn't try?" Senator Bernard Allenby responds, in the same angry tone. "Every single member of the Nationalist Union and the Republic Party busted their asses. How was I to know the Popular Party would be so strong?"

Slaming his fist on a table, Governor Joseph Fredericks got the attention of the two other men in the room. "Chester, Bernard," Fredericks says while looking each man in the eye, "yelling solves nothing. We all made mistakes, we all underestimated the Popular Party. We have to find a way to remain in control, and find that way quickly."

Taking Governor Fredericks' interuption as a chance to cool down, Dr. Olendorf regain his composure. "Joe is right. If we don't get a 51% majority in the House, we can't unvail the Hamptonshire First Policy. We have to get 68 more seats."

Still visibly angry, Senator Allenby tried to respond in the most civil tone possible. "Where do you think we are going to get those 68 seats? The Unity Coalition certainly won't help us out and the People's Front would just laugh in our faces."

"Calm down, Bernard." Fredericks said as he stood up. "If we approach individual members, we may be able have enough votes to keep Kyle Franks Speaker of the House."

"That wouldn't help us get the Hamptonshire First Policies through the gate. We need a 68 more congressmembers on our side of the isle or Ziller and I are as good as gone from the Cabinet." Olendorf replied.

"You could call for another Special Election." Allenby said with more than just a small measure of sarcasm. Matching Allenby's sarcasm, Governor Fredericks spoke before pouring himself a drink. "Yeah, the people would love that." All three men began laughing.

Glancing at his watch, Olendorf approaches Allenby and whispers to him:"When will Field Marshal Kepplar arrive?"

"He should have been here by now. I don't..." As has become habit, Field Marshal Kepplar entered the room. He had a knack for coming into conversations just as people asked about him.

Clasping his hands together Senator Allenby greets the Field Marshal. "Alex, good to see you." Vigorously shaking the Senator's hand, Kepplar is smiling, something very unusual for him.

"What's wrong Alex?"

Letting go of the Senator's hand, he cracks his knuckles. "Gentlemen, I've found the way. The way to get us our majority, and the way to get you Emergency Powers." he proudly says while pointing directly to Prime Minister Olendorf.

"Well, what is it?" all three men ask nearly simultaneously.

"You're going to have to come with me to Joint High Command Council Chambers." Gathering their belongings, Senator Allenby pleads for a hint.

"I can't say now, but I will tell you that the Nationalist Union will come to power in a fiery burst; I call it Operation Phoenix. You'll see why." Field Marhsal Kepplar responds while laughing.

This thread will remain completely closed until I give the okay for other players to join in (which may not happen). If you feel you may want to become a part of this or you wish to do something else with this thread, TG me and I'll see if I can fit you in to what I plan to do.

The four men were all packed into the backseat of the Prime Minister's car. The drive from Senator Allenby's office to the Joint High Command Council Chambers would usually take twenty minutes, however due to the early hour of the day the car speed through the city at near top speed. The atmosphere of the car was tense; they all knew that they had past the point of no return.

Senator Allenby began to think about when he started "The Insurrection". His first act was the assassination of the previous Defense Minister. Plotting and scheming for decades, his plans for domination and rule were coming to fruition. He was almost giddy, but noticed the grim faces of his compatriots. He decided to play around with them a bit.

"I don't see why we couldn't do this back in my office."

Turning his head to face the Senator, Olendorf looked into his eyes and smiled. "Oh shut up Bernard."

"I get you elected Prime Minister and this is how you repay me?"

Pinned between the tall Olendorf and the "slightly" overweight Field Marshal Kepplar, Gov. Fredericks thought of a way to get Kepplar to give him more leg room. "Is anyone else hungry?" he said knudging the Field Marshal.

Laughing, Kepplar replied in a mock fatherly voice: "If you all don't shut up, I'll turn this coup around." The car stopped, they were at the Chambers.

Making their way through the underground entrance, the four men quietly and unceremoniously made their way past the cold glares of the Royal Marine guards. With the happiness in the car behind them, the men were focused on the task at hand-- getting NURP back into power at any costs. They each wondered what exactly Field Marshal Kepplar's Operation Phoenix would entail. It would have to been something drastic, yet subtle enough not to arouse suspecion. NURP had to rise to power legally and in full light of the court of public opinion.

Working their way through a few checkpoints the four men came to the fabled "Situation Room". Only military officers with a rank above Lieutenant General could access the room and the "Sit Room" is free from any and all recording devices. It was this measure instituted by the Grand Duke himself that would help lead to the possible downfall of the House of Pyotr-Hampton. The irony wasn't lost on any of the four men.

With the door firmly closed behind them, Field Marshal Kepplar pulled a CD out from his uniform pocket. He put it carefully into a laptop hooked up to several plasma screens. He started going through all the slides, explaining step by step what would occur.


After the Soigacas Terror Attacks, natural gas pipelines leading into the Royal Congressional Complex have been limited to a diameter of no more than 1 inch.
During winter, and when the Royal Congress is in session, tanker trucks need to be brought in to supply additional LNG. These trucks come from the WTI Central Fuel Depot and are driven by members of the Capital Police.
The main fuel transfer area is in a armored section of the underground parking facility, however the holding area for the tanker trucks is located in an unarmored, but moderately reinforced, section directly beneath the West Meeting Hall.
While an explosion of a tanker truck filled with LNG would not serious damage the parking structure or the West Meeting Hall, if several thousand pounds of high explosives were hidden in the trucks the resulting blast would cause the floor and interior supporting structure of the West Meeting Hall to collapse.
WTI has developed a 'Supercooled Fuel Blatter System' which will allow several thousand pounds of high explosives to be hidden in what would appear to be a full tank of LNG.
The People's Front is scheduled to hold a Coalition Caucus in the West Meeting Hall in eleven days.

"Dear God..." Prime Minister Olendorf utters after he reads the last point. "That would wipe out nearly the entire delegation of the People's Front."

Equally shocked Governor Fredericks continues the Prime Minister's point. "It's certainly a plan to get rid of the Popular Party, but it wouldn't get us into office. The vacant seats would be filled by special elections and there would be no reason to give Olendorf Emergency Powers."

"It's brilliant!" Senator Allenby proclaims.

"You can't be serious."

With a smile going nearly from ear to ear, Allenby continues his support for the plan."Don't you see, in eleven days it will be the 37th anniversary of the Soigacan Terrorist Attacks. If we can pull this off, it would look like another terrorist attack. We could then declare a State of Emergency."

"We get a State of Emergency, so what?" the Prime Minister asks.

"According to the Government Continuance Act, if more than 100 members of the Royal Congress are killed in a terrorist attack the Provincial legislatures and Governors appoint new Congressmembers to serve out the assassinated members' terms...the catch is that Government Continuance Act only applies during a declared State of Emergency."

Put back by all this talk for mass murder, Olendorf asks another question."That's all well and good, but how are we going to sneek thousands of pounds of explosives into the basement of the Royal Congress?"

All of a sudden, a new voice comes from one of the dark corners of the room.
"Just leave that to me."

Senator Allenby, Prime Minister Olendorf, and Governor Fredericks all turn in shock toward the source of the voice. Out of the dark corner steps a man they would have never expected but from which everything would now hinge.

The man stepped out of the light.

"Sir Clyde?" Prime Minister Olendorf gasped.

Senator Allenby wasn't so restrained in his remarks: "What the bloody hell?!?!"

Sir Clyde Thurborne, CEO and Chairman of WorldTech Industries, one of the Grand Duke's most trusted private advisors was now part of "The Insurrection". Like any good business mand, Sir Clyde always kept a finger in the wind to track how it blew. He saw that the time of Reginald Leopold and his centrists was coming to a close, now the nationalists would rise. He timed his entry perfectly, he was the only person that could organize an action as grand as Operation Phoenix.

Sir Clyde quickly took out a stack of files from his briefcase. On those sheets of paper the technology and material needed to overthrow a government were neatly arranged-- by the Defense Ministry itself.
