Robert John Powell opened the lap top on his desk and began to type. 3 hours later he had the preliminary treaty ready to go before the members of Greater Exetonia.
GREATER EXETONIA ALLIANCE TREATY:

CLAUSE 1: All members of Greater Exetonia shall hearby enter into a free trade pack. This is to say that there shall be no charge for ships docking at any port facility within greater Exetonia and that all trade shall be at a fair price. Also, all members will also recieve a discount at storefronts belonging to regional members to the extent of 25%.
CLAUSE 2: An orginisational structure shall be set up. This is to say that 1 member will be elected Regional head, 1 member diplomat, 1 member head of trade and commerce, 1 member head of military and 1 member shall be head of research and development. More positions and sub positions will be added upon expansion of the Region and this clause ammended appropriatly.
CLAUSE 3: Each member nation will hearby sign a Non-Agression pact with the other member nations. This is to say that no member nation may attack another member nation. Breach of this will result in immediate expulsion and retaliatory action.
CLAUSE 4: A joint military strike force shall be set up consisting of parts of each member nations military. This is to say that should the region be called upon to aide an ally. Rather than all forces becoming engaged a small proportion under the control of the aforementioned Head of military shall engage in conflicts. Other forces on top of this can be lent if needed.
CLAUSE 5: All nations waters should now be included as regional waters and new sub Clauses set up to control them (see annex a)
CLAUSE 6: All nations shall remain neutral in diplomatic affairs regardiong other nations affairs unless directly called upon by the other member nation.
CLAUSE 7: A new set of laws shall apply to the entire region on top of each nations state laws. Failure to comply with the laws shall result in expulsion or military action dependant on the extent of the break and which law is broken. *Laws to be discussed later and added to this treaty under annex 2*
CLAUSE 8: No nation may override another nations sovereign right to free elections and/or dictatorships. This is to say all member nations will keep out of other nations internal affairs unless they breach Clause 7.
ANNEX 1: Regional waters shall be governd by the following clauses:
CLAUSE 1: ANY nation on another nations black or boycot list may not eneter regional waters.
Clause 2: If another nation/region's navy wishes to cross into Greater Exetonia's waters, permission must be sought and granted only on a majority of 2. or more. Failure to comply with this can and will be treated as anact of war.
Clause 3: Greater exetonia regional waters shall incluse all nations sovereign waters and then extend a further 20 miles out of these waters in an all round direction to international water borders.
