TBD Subtly Launches Space Program

"Black Falcon, Black Falcon, this is Tower. You have permission to go. Repeat, runway is clear and your mission is go," crackled the radio of the Burnsian Transportation Industries 8-911 Heavy Lift Cargo aircraft. The pilot, Low Officer Brian Quebec, responded.

"This is Black Falcon. Payload locked and we are go."

LO Quebec jammed the rockets on the 8-911 to full. Quickly, the huge aircraft screamed above the mountains from which the military base was located and into the cloudy night sky. As soon as the aircraft reached 20,000 feet, a green light came on in the Liftmaster's station.

"This is Payload, I read you," said the Liftmaster, over the internal telephone system installed on the 8-911. He opened a small glass case, embedded on his control panel. Inside was a key. His hand came to the key, and, clenching his teeth, he turned it.

Immediately, the dual modified payload doors under the aircraft opened. A small rocket fell out, dropping 200 feet. As soon as the rocket's altimeter was satisfied, the computer engaged five escape-speed rockets. Once clear of the 8-911, it curved sharply upward toward the sky.

Back on the ground, technicians and generals toasted each other on a job well done, watching the chase fighters pull off on the monitors above them.

Minutes later a message is transmitted from the Babylon Space Tower to The Burnsian Desert.


Greetings

We have obsurved your recent launch and orbital acheivements. We would like to extend congraduations to The Burnsian Desert for your acheivements.

If you would like assistance in researching and acheiving space but the costs and research are prohibitive, you should look at The International Space Exploration Coalition space program (ISEC).

We are a collection of nations who are joint researching and developing our own technologies in order to get an intrest into space. There are a few future tech nations who are guardiand of the ISEC who assist but don't interfere. The FT nations know the importance of taking the first step into space and wish to guide the nations who wish to take this important move.

(Yes I am one of the FT races.)

"I see. Is this the first?" replied the on deck commander.

"Yes, this is their first attempt. It seems that they've managed to get their vehicle to to this altitude in one piece. But it's so outdated..."

"We don't need to hear any of your snide comments corporal."

"Yes, sir. I will keep monitoring and tag this event." said the officer.

"Good. And once you get the chance, update those commercial space route charts with Yue. They need to get those back up by 1100 hours."

"Right away sir."

I am... interested... in how you found out about this. I guess that you are far more advanced than we are in terms of detection and surveillance. And as for the ISEC, we would be very interested in joining, however Burnsian law states that, "The Burnsian Desert shall refrain from joining any alliance, organization, or association without the written consent of the current President." And of course, due to natural Burnsian paranoia, Mr. Craig (the President) refused. We are sorry, but we will have to reject your offer.

"Has the ISEC invitation been extended?" Captain Oomp asked.

"Yes. But, sir, this is very important..." Ecko began.

"Look, I don't care. Our job here is close to finished anyway. Prepare to take us out of orbit for the jumps home," Oomp said.

At that moment, the nose of the Burnsian rocket appeared in the ship's window, the ship shuddering as the rocket and disruptor cannon scraped against each other. Oomp could only sit still, dumfounded, as the rocket shot past and damage reports for the cannon came in. He knew he was in trouble now.

"Sir, that's what I was trying to tell you," Ecko said.

As the ground crew was busy toasting to the success of the spacecraft, several loud, red warning lights started flashing on overhead monitors.

"Sir!" yelled a technician, running toward his commanding officer. "It seems that the ship has hit something!"

The corporal, having just opened a bottle of vodka but not taken a swig yet, turned and yelled back, "WHAT?!"

"Yessir, it looks like a big thing, manmade, of an unknown alloy. We took it out, sir."

"Oh, crap. Tell- no, don't tell anyone. It wasn't us. Ok? Make an announcement, it wasn't us. They'll never know..."

"Sir, the cannon is fragged. That rocket damaged it beyond repair and even took a few of the magnetic components with it. You're orders?" Ecko asked.

"How's the rocket?" Oomp asked.

"The last time we saw it? Mostly intact, but I didn't exactly have a chance to get a sensor reading before we jumped. As far as they should know, they destroyed us. Our jumping in atmosphere like that certain produced a big enough flash. But what do we do now? They'll likely be announcing contact with aliens any moment, and this is a big change in their space program," Ecko said.

"Status of the rocket?", Rand asked.

"Intact sir, looks alright. I wasn't able to get a good reading on the other vessel, or its identity."

Rand nodded, "Well, just keep monitoring. See if that other vessel comes back. Also, scan any transmissions from the planet's surface. I'm sure they'll be yelling about aliens. Ought to be fun to listen to." He grinned.

Wishing to continue fostering good relations between our two countries, we wish to help assist your young space venture, and to help find out the cause of your mishap. At last check, we lost our forward disruptor cannon. It is beyond repair and must be replaced. But, what happened to the rocket? We jumped immediately afterward to try to limit damage to that nation's development, thus have not seen the results.
We will require repairs, but must replace the entire cannon.

The ship, taking the invite, chose to go to the closer station. They smiled at they docked, wanting to see if the Balroggans could help them replace the missing cannon. But, they were also curious about the EBN broadcast they had just received and the status of the Burnsian rocket.

The DLE ship docked at the Oort Station. The forward cannon was replaced after technitions were able to access the blueprints and scematics in the ships computer. Within hours a replacement was installed.

The captain was shown the rest of the flight recorded by the sensors. The logs show the rocket performing for another 30 minutes before being terminated.

A young scientist is working at a control panel, away from the city bustle of Highfather. He is on the outskirts of the city. Everyone else has gone home for the night, exept for him.

Suddenly, a small red light flashes on the upper right hand corner of the panel. "Hm. Who would want to transmit something as late as now?" he thought, pressing the "Open Message" button. ACCESS DENIED, flashed the screen. "Dang. This one must be really important. Better send it, now," he pressed the "Transmit" button on his panel, and the message was beamed out into space for anyone to pick up.

We lost a disruptor cannon as a result, but that was due to my own stupidity. If I had moved the ship as a crew member was trying to advise me to, the incident wouldn't have happened at all. Don't worry about paying for the disruptor. You're not at fault and we'll pay for the rocket you lost.

Legally, I'm still required to pay it because of my negligence. Perhaps we can construct a new rocket? We need only the plans and a list of materials it was made out of and I'll be able to take it back to the empire, have the rocket constructed, and deliver it at night when we are least likely to be noticed.

The moon is an admirable goal and an excellent first step. But once it is conquered, there is always the next step. The great thing about space is no matter how far advanced you are there is still the step you have not taken. Sometime in the future, when your people are in space, our people can meet yours and give you an idea of what there it out there to shoot for and an idea of what to watch for. To say space is not dangerous to lie, but the rewards are worth it, even if the only rewards are to just see what is out there.

If you ever feel frustrated because of technological problems, feel free to complain to us once in awhile. We cannot give you technology or tell you what areas you should go in for advancement. Every culture advances differently and takes different paths, so the path that works for us may be a bad one for you. But, like any nation, we strive forward in technological advancement, only to later struggle with simple malfunctions that can cripple can entire ship and technological advancements we know we need to make but are struggling to get the physics right on. And even if the design appears to work, sometimes it doesn't when tried.

A disruptor? It's a type of weapon. Originally intended to help deal with rock problems in space, it's now mainly a tool of warfare. Our ships remain heavily armed because they sometimes have to fight their way out of an area we are exploring. I don't think you have to worry about that yet.

We'd be very excited to have both of your civilizations as allies. Of course, we cannot publicly admit your existance to our citizens. That would cause a panic and we'd have looney 'anti-alien' terrorist groups popping up, something that I'm sure General Craig would not be overjoyed to deal with right now.

Our ship is made out of titanium, but the disruptor itself is made out of a combination of metals and plastics that allows for it to do its job and not overheat as fast as previous models. However, part of why you may have had trouble discerning the material is your rocket went through our shields. While they protect most of the time, we find large objects tend to ignore them or cause them to fail. The energy buildup on the rocket may have made analysing the material difficult. We are currently working on a new alloy for future ships, so those will definitely be an unknown material to many nations. Now, if only we could get it to hold up under the stress tests like titanium does.

The rocket ship will be built using one of our factories. It will take, at the most, two weeks before you get it. That should be enough time to "investigate" what happened and come up with a conclusion before revealing your spare you kept just in case an accident happened.

I agree with you about not announcing our presense. That would be an influence and a source of problems at this stage. They do not need to know what is waiting for them yet. Maybe in the future out peoples can meet in your nation.

I must admit, I was quite startled when you said two weeks. It took us eight years of R&D and production before we could make that ship. We are very impressed.

By the way, the sattelite that our rocket hit has just fallen out of orbit and completely disinegrated. Such a shame.

One more thing. You said that someday your peoples could meet ours. I think that if you could fly in high and quiet over the Sherra Military Base in the Burnsian mountains, we could meet you and have a chance to talk over things further. Sherra Military Base is a liable 'Area 51' for these rednecks already, what with the new Zepplins arriving at night and all. Please consider our offer.

We're mostly finished with testing the new cannon to make sure the computer accepts it. We should be arriving shortly, after thanking the Balroggans for their hospitality.

I must warn you that we may not be what you are expecting when you see us. Most people who first meet us are quite surprised.

Our secret behind how we build so fast is that we use an adaptive automated factory. It can adapt from building our ships to building yours.

The DLE soldiers thanked Balrogga for their hospitality and headed towards Burnsian territory, careful to land where directed. As they disembarked, the Burnsians got a full view of the Sarkarasetans (ooc: the species of DLE). They saw how the Sarkarasetans appeared to be basically abnormally tall humans.

Two new Rush automobiles, totally black, sped towards the Sarkarasetans on the runway. Slowing to a stop, a man in battle fatigues walked out of the passenger side of the first Rush.

"Damn! You boys could play in the NBA! Hi, I'm Major Windrope, commander of this base. Sorry if it's a little cold, but it's winter up here. Come inside the car, it's warmer. Don't worry about anything, these babies are customized with all the latest bulletproofing technology. We'll take you to President-General Craig," said the man, beckoning the DLE represenatives into the cars.

"NBA? Maybe we need to pay more attention to your media. You will have to excuse being unable to understand one of my crewmembers. He was to be trained how to speak English the next time we were home. As it is, he only speaks our native tongue," the apparent leader said, motioning for the crew of four, including her, to enter the vehicles.

As the DLE soldiers got in, they did not show any signs of unfamiliarity with the idea of cars. In fact, they made it a point to search for seat belts and, if present, put them on. Sadly, the poor driver of the second vehicle got stuck with the technition of the group, who would ask constant questions about the engine of the vehicle, the tires, the suspension, etc. However, the driver of the first vehicle was far more fortunate and got the person who had spoken up when the vehicles arrived.

"So, perhaps you can tell me a few things about your people and your nation," she asked.

"Well... this country has been through loads of turmoil and diplomatic upset. The only people that haven't been affected by it is the military. We just do whatever we're told, regardless of the leader or whatever. I think it was five years ago that President-General Craig overthrew the Fabus regime. I trust that you have heard of Decisive Action? We threw them out. Actually, in about five minutes, you'll be able to meet Mr. Craig himself."

"Ah, yes. Them. We've definitely met, and threatened, them. DLE military is under standing orders that if Decisive Action ever makes it to Mars we are to turn the entire nation into glass. We're thinking about going as far as putting a mine field in orbit over their nation to prevent them from having any form of a space program. Let them play with that for awhile."

Major Windrope pushed a few buttons on a keypad, next to a large concrete bunker. A slab of wall suddenly pulled back, revealing a tunnel going deep underground. The walls were made of ceramic tile, and the floor was asphalt. The two Rushes slowly made their way to an underground parking lot, populated by black vans, M1A4 Abrams Tanks, and Bradley IFVs. The major escorted the four soldiers to a steel door.

"Now, y'all gotta stick close to me through this door. For the love of God, please do not stay off the path."

Major Windrope walked the four DLE represenatives through to another steel door, guarded on either side by four Burnsian Helljumpers, the elite fighting force of the Burnsian Military. Through the door, seated in a leather chair with a metal desk and four comfortable chairs in front of him, was President-General Craig.

"Good evening. I am Leutent Ecko. Captain Oomp would normally be the main negotiator, but he knows as much about face to face diplomacy as a wet dog knows about nuclear physics. And those were his words, not mine. So, I'll be our face to face representative," the woman who had spoken first earlier said.

The others tried not to snicker, while one male of the group shot them a dirty look. They calmed down quickly, but still looked as though they found it amusing. For Oomp this would be a long night of teasing.

The President cast a look at the group, sizing them up. He was a calculating man, never one to be too rash. "I'd like to be the first one to welcome you to The Burnsian Desert. My name is President-General Mitchell C. Craig, and I am the leader of this great nation. There should have been typed sheets (freewebs.com/theburnsiandesert) on your chairs before you came in. They have a lot of information on The Burnsian Desert as a whole, but before you read them, I would like to get to know you first. Please, tell me about yourselves."

"Our empire is a multination empire, with the dominant nation having annexed the others. In fact, I think we have a book on it. It's a little outdated in areas, like our military strength, but it gives an idea about us far better than I can," Ecko said.

Oomp handed her a book, which she handed to whoever was supposed to hane items to the president. She then stopped and thought for a moment, wondering if he meant them as in the people there. Of course, it could be that...

"When it comes to myself, I'm from the city of Torme. Sadly, that city no longer exists. The city was destroyed to stop terrorists who had taken it over from stealing weapons of mass destruction nearby. I pretty much serve a variety of roles, as needed, within the military," Ecko said.

"I'm from the Coolet, a small town in Tiamat Taveril. My primary role on the ship is navigations and giving commands. In my case, I'm hoping to make General so I can enjoy the life of luxury that comes with it," Oomp said.

"I'm Major Sejnet. My job is engineering, manning the weapons, and making sure our captain doesn't get us blown up with bad commands to the computer. I've always enjoyed taking things apart and putting them back together, so this job came naturally. Please excuse our fourth member for not speaking. He doesn't know English," the as-yet unnamed woman said.

Ecko smiled and took a seat at that question. Primitive? They had a few items she saw Sejnet eying. But, overall, they were behind only in technology and ahead in several areas.

"Primitive? No. Technology is only a measure of how big your sticks are, not how advanced you are overall. Militaristically, you appear to be quite on the advanced side. It's heavily structured, shows adaptibility from what we saw on our way in, and the fact you beat off Decisive Action speaks to your tactics. Building a big bomb may look like advancement, but it's not if someone manages to shoot down the bomber with less advanced technology," Ecko said.

"Advancing your technology? When it comes to ground vehicles, we're not that much more advanced than you are. In fact, we're behind. What few tanks we have are owned by the police. On our way in we noticed you have an advanced navy, which we totally lack. Totally, you have covered several areas we need to work on," Sejnet said.

The President blinked. "Well," he said, "I'm quite surprised. For someone who has advanced disruptor cannons, plasma fuel, and self-sealing titanium, you seem to need a revamp of your ground forces. I've looked over what reports you have given to me, and some rushed research into other countries' hacked databases, and it seems that we're not the first to contact you. I propose a deal. We'll give you design specifications on several Main Battle Tanks, including a Night Tank, which is the least detectable moving ground object in our arsenal. In return, we ask for some assistance in a Lunar Landing vehicle for our expedition to the Moon."

Above the planet, in a high-orbit, a rift opened in space, and then shrank. In its place was a black, cylindrical ship. The ship instantly sent a message to the orbiting observation stations:
"This is the Concordiat Fleet destroyer Errant Hand. We were on an intera-system exploration and detected several radio messages across several different bands. Obviously our assumption is correct. What nations are we speaking to? Errant Hand out."

The ship slowly twisted in space, wary of danger but not tense, no weapons glowing.
