Maybe you don't have any goverment owned ships in his waters, but alot of companies in your country might have privately owned ships that will also be refused port in all countries that have blockaded you. One way or the other, this will affect you.

OOC: Almost all nations have ships, or ships owned by their citizens, in the waters of almost all other nations. You can, I admit, say that for my waters (they're your ships after all), but a lot more people are blockading you / embargoing you, and if you claim not to have any merchant ships then your economy is in serious trouble.

Although quite brutal and almost grotest, I can say we feel no sympathy for the ones who received there rightful punishment.
