CNN Special Report: Large Scale Explosion detected in Canales Waters

Last night, Whittier sattalites and naval vessels detected a huge explosion inside Canales' territorial waters.
Eyewitnesses say the explosion lit up the night sky. There is no clue as to what the explosion was at this time. Government officials say they will have to wait until daylight to investigate.
The explosion occured at 12:15 AM local time in an area that is often very vacant.
There are however rumors of a mushroom cloud, though a telegram from Canales has denied knowledge of the incident.

The Canales government has not responded to inquiries but this is photo from a pilot who was flying around the area at the time:

As you can see, it appears to be a brightly lit mushroom cloud, however, in the past, Canales has denied any work with nuclear materials and has stated it would not seek to develop nuclear weapons.
Experts say there could only three possible explanations:
1. Canales has just conducted a nuclear test
2. Canales has just been unjustly attacked with nuclear weapons by an unknown enemy
3. A huge off shore oil rig exploded.

How did this get out?
There was an explosion but it was in our territorial waters and is of no concern to anyone else.
The explosion was caused by a massive oil refinery fire in the sea of Canales.
Again, this incident was caused by an accident on a floating oil refinery that resulted in a big fire.
Nothing to concern any of you.

No, it's just that the Colodian government thinks that the Canales government is acting pretty suspicious about a mere oil disaster.
"How did this get out...?" was a big tip-off.

Then we have decent evidence that supports the claim that you are doing something of danger to the international community and you will be the target of spy satellites who will aid us in our claim.

I think the explosion was set off by Whittier as an attempt to cover the tracks of his oil thievery and deflect some unwarranted suspicion towards Canales.

Canales admitted to the explosion with their own story. Unless government officials have guns pointed to their heads, its all about Canales.
Today, the government of Canales announces it has successfully completed two nuclear weapons tests.
The first was an atmospheric test in our territorial waters which occured at night. That test was very successful.
The second test was an underground test. We had to move it under ground on account of the first test attracting too much attention. This second test was also successful.

The Emperor proudly announces to the world the Holy Empire, the Defender of the only True Faith, now has nuclear weapons capability and is very willing to use them on its enemies.
The Emperor advises that now would be a good time for Whittier to speed up its troop withdrawal. Before there are consequences for the people of Whittier.

On the bottom of the sea, the Poseidon-class submarine finally stirs for the first time in days. After the unexpected explosion caused the Whitter fleet to frenzy and thrash around like a swarm of bees, the captain had been forced to sit tight and wait for the trouble to die down.
