Whatever happened to the Whittier Pact. Is it still even in existence?
The last I heard, it was still in effect as of June of this year.

But I dun think it's all of Whittier's puppets. His friends has to help him, cuz San Griebal Valley (or whatever that region is) has over 50 nations.
