Northern Japan, Autumn, 2004.

A group of rebels under the orders of oyabun Seishiro Kagehisa wrest control of the town of Hikoma from the local government. The japanese government sends police and armed forces to the region which in turn either join the "rebels" or are taken as prisioners after small confrotations in the area. :mp5:
The situation escalates to a major as the nearby city of Gehisa suffers several attacks from the "rebels" and the local mayor gives control to the rebel forces. The Japanese government enters an agreement with the rebel leader who in exchange for peace in the region would take the town of Hikoma as a sovereign and independent state while still dependent of Japan.

The rebels proclaim the Republic of Hikoma. The actual president, Anotsu Kagehisa, renown yakuza boss, controls the republic de facto and his family and associates are spread thru all the political entities.

Hikoma institutes itself as a independent state within Japan, a free-economic non-dependent of the main nation and provider of non-orthodox goods and services, being it's famous assassins-for-hire the most lucrative business of the Republic. Two days ago the HTC (Hikoman Television Company) broadcasted the following commercial ad:

:sniper: "...yes, indeed sometimes the best way to solve a problem is to make it vanish. The Hikoma Republic proudly serves famous world leaders, removing undesired political enemies, leaders of enemy factions or even a loved one who you simply can't stand anymore. Contact us to..." :sniper:

Hikoma News

Large unrest in the streets of Obihiro and Keizachi when dozens of pro-hikoma rebels stormed the local government and police departments and erected Hikoman flags. Spokesperson Genji Shikamaru stated to NHK that the "people wanted a Hikoma rule over their lands" and that "the Hikoma government should feel obliged to rule them". There have been no comments from the Hikoma President and some rumours state that the president's cousin, General Kubayashi Kagehisa is planning a coup.
