Citizens of Celdonia and other CACE nations,

I come before you with the disturbing news that The Holy Empire of the Water Cooler has today declared war on our CACE allies Caselonia.

An emergency session of the Cabinet has already met to consider our response and I shall now read the collective statement to you.

“Comrades, in their declaration of war the HEWC has announced its intent to commit a serious act of aggression on our allies Caselonia. It is therefore the decision of the Cabinet that under the terms of the CACE charter (section V(a)) Celdonia is compelled to act in defense of our ally.

The Cabinet therefore claims the right, under section 1(d) of the Emergency Governance Act (1962), to declare that a state of war now exists between the Republic of Celdonia and the Holy Empire of the Water Cooler.

The mobilisation of forces has already begun and all military personnel have been instructed to return to their bases immediately.

We further call on all CACE members to fulfil the obligations of membership and and stand in defence of their Caselonian friends.

However, we send the message to the HEWC that conflict can still be avoided if they retract their declaration of war on Caselonia by noon tomorrow. We hope they will accept this offer.”

The Imperial Navy watches over this situation with concern. There may be many civilian casualties in this conflict.

We would ask which international law HEWC cites when they refer to the expansion of their territorial waters?

As far as we are aware the recently passed UN resolution Law of the Sea is the only internationaly recognised legislation governing this issue.


1. That all areas of sea more than 20 kilometres from an internationally recognised settled landmass or scientific research station are described as international waters.


It is our understanding that the Caselonian vessels are outside of this region.

Whilst we recognise that HEWC is not a member of the UN, we ask again which law the cite and by which authority they claim an expansion of their territorial waters.

OOC: If Caselonia is closer than I belive them to be then nows the time for someone to put me straight. HEWC - what claims on territorial waters are you making anyway?

Although The Confederacy of The Exetonian Empire opposes the rebel and bandit governments of Communist nations, we ourselves are a peaceloving nation. The HEWC has no claim, that much is clear to all international observers. There are no "rebel" governments that the HEWC declared war against. Caselonia, and all of her CACE allies, have legitimate governments put into place by mandates of the people.

The Holy Empire of the Water Cooler pins inaccurate epithets to every government that does not agree 100% with them, going so far as calling the glorious President Eamon McGinnis, of Caselonia, the "Herr Rebel McLeader" and other sorts of puerile schoolyard foolishness. It has blacklisted nations who downgraded their diplomatic presence due to dangerous conditions existing in the HEWC, whereupon 128 Caselonian nationals were arrested, interrogated and drugged with no pretext, in clear breach of international law. Those citizens have been recovered and are being debriefed as we speak.

Caselonia's maintenance of a naval cordon, note that it is not a blockade, is due to the terrorist actions and support of terrorists by the State of the Holy Empire of the Water Cooler. The Coolian ambassador to the Celdonian Diplomatic Quarter, which the HEWC disavows all knowledge of, planned and executed three bombing attacks in the CDQ, as well as destroying his own embassy. The HEWC continually boasts of its WMD capability, and its complete ease at using them offensively. For these reasons, we have maintained a naval cordon of the HEWC remaining 20km into international waters outside of the Coolian territorial water border. They claim it has cost them billions and disrupted their shipping, but Caselonian naval elements have not stopped or boarded a single vessel, nor have they seized any cargoes, including elements suspected to be offensive NBC weapons components.

The three most powerful people in Grenval sat inside a dark room, sparsley light from the ceiling with lights installed in each corner. President George, his head bent into his chest, mumbled something toward the table.

As OMilitary Ltd has no contracts with any nation or corporation involved in this potential conflict, we view this as unprofitable for all concerned. Unprofitable wars are not advisable, and we would urge both parties to the negotiating table to come to a mutually beneficial agreement, rather than engage in war.

As CACE have already suggested they will withdraw their declaration of war if The Water Cooler does likewise, a rebuttal of this offer by The Water Cooler will be viewed as military aggression on their part and Omicron Alpha will be inclined to side with -- as much as we would disdain such a decision -- the viewpoint of the economical heretics.

However, we will not contract OMilitary for either side unless the nations of CACE seize the opportunity to attack another capitalist nation without provocation.

After an emergency meeting of the Praesidium, a cross-department press meeting was held to announce that, according to section VIb) and following of the Constitution, because of the CACE mutual defence clause the declaration of war by the Holy Empire of the Water Cooler against the People's Republic of Caselonia constituted a de facto declaration of war against the Revolutionary Democracy of Cirdanistan. Consequently, Cirdani forces, already at REVLERT-2 status due to the situation in Biotopia and the bombings in the CDQ, will proceed to operational deployment against the Holy Empire incessantly.

My initial thought was that by declaring what I'm going to do, that allows for appropriate role-playing, but doesn't mean that I'm announcing to the world "hey, check out all this stuff I've got."

In recognition of the right of the people to Caselonia to protect and safeguard their territory both on land and at sea, the Serene Socialist Republic of Xikuang does not acknowledge as legal, precedented, or in any way warranted declaraions of histilities issued by the Holy Empire of the Water Cooler against the Caseonian Federated Socialist Republic. We call for the powers that be in the Holy Empire of the Water Cooler to see reason, and to stand down from this uselessly aggressive demonstration. Common ground can be found in any conflict. What does Exetonia know of our traditions? Their government and, it would appear, their historians seem to have appeared from nowhere. One of the world’s smallest nations jumps up and down in the hope that the bigger boys in the class will notice it. Well they just might, and they just might decide that Exetonia’s lunch money would be better in their pockets.

The pattern is a familiar one, and it seems to plague most conflicts. Nations whom the average citizen, even those of the more educated provinces, would be hard pressed to place on a map see an opportunity to make their name, and a useful alliance to boot, with any nation they deem ideologically compatible that happens to have gotten itself embroiled in an international spat.

One wonders what the populace of such nations think when they find themselves thrust into conflict with nations that rarely, if ever, are mentioned in domestic news broadcasts. What unfortunate luck to be born into a time that coincides with your nation having a leader hell-bent on making their mark on the international stage with your blood. And let us not pretend that the world of international politics is not a stage, for it appears that we have entered the age of the prima-donna – the “look at me” world leader.

But then again, when civil rights are unheard of and political freedoms are rare at best it possibly doesn’t come as much of a surprise to the poor unfortunate citizens of such regimes to discover that their leaders only regard them as dispensable units to further their own ends. Perhaps one day the people of such nations will seize the opportunity to let their voices be heard. Perhaps it is time that we in the free world encouraged our leaders to listen for these voices.

Rehochipe, though no longer a member of CACE, is inclined to fulfil commitments to its CACE allies as though it was still under the obligations of a member-state. The Quinquate of Defensive Incapacitation, Aikido and Productive Dialogue is currently in session debating a move to offer aid to its allies, and people's councils around the country are holding an emergency discussion and ballot.

With such powerful militaries as SeOCC, Celdonia, Cirdanistan, Xikuang and Svea Riga on the Caselonian side, consensus is likely to be that additional help from the medium-sized military of Rehochipe would be somewhat superfluous; moreover, Rehochipe has an extremely strong distaste for offensive war and is unlikely to support anything more than defence of Caselonian borders. The current Minister of Defensive Incapacitation, Sensei Amadeus Sable, has already declared his opposition to sending anything more than medical workers, but faces a stiff challenge from ex-Minister Nusku Capleton.

Consensus is undivided, however, that this is a completely unnecessary (and rather petty) conflict, and Head of State Jeanne-Therese Palmaqut was swift in imploring the respective governments of HEotWC and Caselonia to calm down and play nicely.

Southern Rigan Sea
It had taken hours for the Baldr squadron to assemble; assembling the surface ships had been swift, although setting out all the orders necessary for the sailing had given more than one staff officer a headache. Then they had had to wait for the submarines, dispersed throughout Southern Aperin waters, to form up in a loose torus around the squadron. Finally, however, the squadron was ready and set its course to the West, the flagship cruiser CRS Baldr flanked by the destroyers Hatti and Skoll, with a screen of eight frigates rotating around the larger warships as they sprinted and drifted, taking turns to maitain mere stearageway while listening for sound in the waters. The speed was limited by the frigates, who's turbines could not keep up with the nuclear-powered destroyers and cruisers.

Message to Caselonia

Baldr squadron dispacthed from Rigan Sea will be arriving incessantly to join Caselonian Naval Forces. Requesting permission to enter Caselonian territorial waters if necessary. Furthermore, with your permission we would seek to deploy the Free Corps 2nd Brigade to Caselonia, in preparation for possible combat missions against the HE of the WC if the war is not defused.

OOC: Well of course it was a caution. But it wasn't intended to prevent people from joining in, it was just intended as propaganda because not everyone around here is militarily equal and there's no point pretending otherwise.

For the record, when large nations come into conflict with smaller nations I prefer to keep the scale of the conflict to a level that keeps it more even and no one gets steamrollered. It is after all about having fun, and it's not much fun if you keep getting your ass whooped by someone with a much larger nation. Admittedly it can become a little more complicated if a conflict actually centres around larger nations and a smaller one involves itself, but I'm not into keeping people out.

And Cirdanistan is right: if I'd planned to ignore Exetonia I wouldn't have written an IC response to them. I reserve the right to bully them ICly though, just as I accept that you'll say things about us. All just good fun, and to be honest I prefer the propaganda, gunboat diplomacy and manoeuvring rather than the actual conflict itself.

If anyone has a problem with my approach to this then now is the time to say.

ooc: I read Celdonia's post as an in-character editorial to the Exetonian Empire warning against making grand sweeping statements about nations about which it evidently knows very little and with which it has previously had no interaction. If I may quote the Exetonian Empire's post:

It is the policy of The Government of The Exetonian Empire to stand proudly alongside our friends in The Water Cooler, against the barbarous aggression of the rebel and bandit governments threatening the peace and prosperity of the area. The Government of The Exetonian Empire rejects the lies and propoganda put forward by the rebels and bandits in those states that would threaten the area. We call upon both sides to come to a peacfull solution if possible, but we also realise this is not the traditional style of the rebels and bandits that oppose both The Holy Empire of the Water Cooler, and freedom.

My emphasis: if the leadership of the Exetonian Empire had any acquaintance with the CACE and the nations that comprise it, they would know that most of our attentions are devoted to safeguarding freedom from oppression; that though we do have a few powerful militias amongst us, we historically have devoted massive amounts of energy into avoiding conflict when it has been forced upon us; and that we could hardly be described as 'rebels and bandits'. The Celdonian press has picked up on the irony in the Exetonian statement and the tragedy that its citizens should be led blindly to war when its government issues such bold indictments against nations of whose traditions and styles it is either ignorant, or about which it wishes to deceive its people.

Certainly, not a 'STFU u st00pid n00b I am like teh OLDZ0R!'. That's hardly in Celdonia's style. ;)

The small platoon of Proletarian Guerilla Fighters quietly pulled their boat up to the eastern shore of the HEWC in the middle of the night and slipped onto the beach. After scuttling their boat, they made their way unseen to [some kind of uninhabited area like a forest] and set up camp.

After deciding on a plan of action, the platoon split up and made their way to small outlying villages.

Phase One of the infiltration was underway.

ic: Just as quickly as they appeared, the small platoon disappeared into thin air, nobody having seen them, their entire existence erased. They did so with a barely audible "foom" sound that again, nobody heard, thus raising the question of whether the "foom" sound even happened at all.

Perhaps we can sort out some suitable guidelines for this RP. Ideally, this should have been done beforehand, but it was rather sprung on us. I would suggest:

1: Only modern tech +1 nations shall be allowed to join

2: Only rational RP will be acknowledged (as in: OutOfTheBlue23 posts: 'OMG! I ill aid teh COMMUNEESTS in all things' will be ignored (no disrespect intended if there actually is a nation called OutOfTheBlue23).

3: Only nations okayed by the main protagonists will be allowed to join.

4: We, the players, reserve the right to ignore idiotic RP. Sounds harsh, but there it is.
