"Today Emperor Fernandez has signed his authored bill into law which would require all couples to have three (3) Children. Of the three, the youngest child will be required to be sent to one of the numerous Military Academies in the Empire. All parental authority of the child will at that moment be suspended and all authroity will be in the hands of the military academy the child is sent to.
The bill also requires that the children sent to these acadamies will need to serve a minimum of 10 yrs. of active military service.
Emperor Fernandez hopes this bill will reduce the chance of a Military draft of all citizens between the ages of 15 – 25 to maintain sufficient numbers in the Puerto Rican Imperial Armed Services during peace time.
