With the civil war rageing across the Islands of Japanese States and the nation split in 2 with no hope of a end to the war, The Fascist Regime had to look elce where for a new weapon. The answer was infact in front of them the whole time, it was so simple it would have eaten them (no really it would have). The Answer was the Japanese States Leopard, a rather large leopard and vary agressive cat and rather fast.
The Idea was to raise the Leopards from birth with the rider so that the cub would think that the rider was its mother, also with this the cubs would be rised with all the other cubs in its Divsion to evoid any fights between them. Aswell as this the cubs would be put into training so that the riders could ride them, but of corse this would not start till the cubs were about 1 to 1 and a half years old. Since the Leopard could carry something 3 times its body weight the idea of rideing one was not impossible the only problem was that the Leopard would have to be rather big and strong removeing some of its speed, but this didnt matter since all the riders would have to have a weight of under 170lbs (US adavage for 20-29yrs old is 168lbs for white males and 179lbs for 30-39yrs old) tho this rule changes since the Leopards grow atached to there riders. The Leopards are trianed to hunt humans on command from there Rider and returned when called. They protect there riders and others if they get wounded and in training have been known to drag there rider back to safty.
And so the Furhur declared that this project should start and so 2 years later the first divsion of Leopard riders was seen, Parided around Tokyo II main city to show what this new force was to do.
Leopard Rider:

Eyesight: particularly good at night with highly reflective layers behind the retinas to throw back as much light as possible through the pupils. Night vision up to 7x better than ours.
Hearing: approx. 5 times more acute than ours. Used as a primary source of detecting prey or potential danger.
Teeth: 32 in all. 4 canines (2in long) for killing. Molars for cutting flesh & crushing bone & incisors to gnaw at soft ends of bones & scrape off fibres & tendons.
Paws: particularly large fore paws for grabbing prey & fighting. Cushioned by soft pads for silent walking & grip/balance.
Claws:sharp & retractable (1in long) & protected by lobes of skin. Used for fighting, gripping prey animals & scratch-marking trees around territory boundaries.
Tail:up to 3ft long. Used mostly to maintain balance while running at speed.
