Presidium of the Comissars of the People's Republic of Thanatasia

The 2nd Assembly of the Presidium hereby announced the ratification of Proposal 1N.20.3, presented by our most worth Comrade Svetlana Bukovina of the Ministry of the Economy.

Ratification of Proposal 1N.20.3, hereafter referred to as "The Bukovina Act", was carried by a unanimous presidium vote, with such provisions included as to effect the immediate enactment and enforcement of the act and its subsequent codification.

The Ministry of Foriegn Affairs was then directed by the Presidium to announce the provisions of the Bukovina Act to the international community. With ratification of this act, the People's Republic of Thanatasia has officially declared itself a secure foriegn investment zone. This shall be understood to mean that the National Bank of Thantasia will extend its services for such foriegn interests, businesses, concerns, and nations desiring the unconditional anonymity provided to the accounts of all clients of Thanatasian banks.

As clients of the National Bank of Thanatasia, those foriegn contributors so gracious as to participate are exempt from Thantasian tax codes and interest, with the exclusion of a one time limited transactional fee for international transactions, adjusted for volume and security necessities.

This declaration is in accordance with the will of the soverign people's of the glorious nation People's Republic of Thanatasia, and is therefore inviolable in ANY CIRCUMSTANCES, excluding the expression of a changed desire on the part of Thanatasia's citizens at such time in the future that would deem any amendments or cancellations of this proposal necessary.

(OOC: Basically, Thanatasia has become a tax-free, full anonymity off-shore banking site, for your fiscal pleasure ;) )

Indeed. We've also noticed that Thanatasia is offering anonymity and other services that differ from WTI's bank, and that they may have other reasons for opening it than you think. Also, be aware that WTI's bank was not the first NS-wide bank offered, nor judging by this topic, the last.

The Thanatasian Ministry of Foriegn Affairs conducted a rare press-release this morning to announce the beginning of an international ad campaign to promote awareness and benefits of its newly establish National Bank of Thantasia.

Deputy Secretary Ernesto Sandoval, taking a step considered unprecedented for the fledgling republic, welcomed the international press corps to the unveiling of a symposium detailing the particulars of the institution. Among the more compelling items was a so-called 'infomercial" detailing the comparative advantages of the National Bank of Thanatasia, compared to others.

These included such benefits as their highly-acclaimed enforcement of full-anonymity for all transactions. When pressed for details about why specifically this service would be offered, Secretary Sandoval said, "Well, speaking in a strictly hypothetical manner, there are many people's insurrectionary groups and movements throughout the world who have caught the attention of potential benefactors. Occasionally, these gracious 'benefactors' to popular movements against bourgeoise imperialism, find themselves desiring a measure of 'discretion' in their affairs."

When pressed further by reporters as to whether or not this was a veiled reference to an existing type of transaction conducted by the Bank, Sandoval replied with "No Comment."

Secretary Sandoval then went on to discuss other advantages offered to the Bank's customers, namely the lack of compounded interest on state loans. In Sandoval's words, the People's Republic of Thantasia abhors such exploitative measures as interest collection in loans, insisting merely on holding whatever initial collateral provided in the event of defaulting.

"Things have been going quite well for our wonderful new venture," boasted Sandoval. "We hope to prove that our nation can serve as a shinning example of a reconciliation between the principles of capitalist prosperity and industrious, with socialist humanism."

Sally giggled. She hated when she did that, because it made her sound so much younger than a Senior Account Exec should. "Hehehe ... no interest ... anonymity guaranteed ... these guys won't be around long, Brad."

Brad folded the section and tore out the article, pinning it next to his Dilbert collection. "What kind of organization advertises their anonymous services? Every anti-terrorist organization in the world will be tracking Thanatasian transfer codes for the next five years. These guys are toast."

"Just don't let anyone outside of FPP hear you say squat, Brad. You've still got a few years to go on the tenure track, buddyboy."

Brad picked up a little foam-rubber globe from atop his monitor and backhanded it at Sally as his phone rang. "Frisbeeterian Parity Partners, this is Brad Danson ... oh, hello, Mister Prime Minister ... yes sir, the wire transfer has cleared ..."
