The Official Draft of the Consortium of Imperial Powers Constitution
The Consortium of Imperial Powers is an alliance that understands and supports Imperial nations, and acknowledges that Imperialism does not go hand-in-hand with tyranny and despotism, rather it promotes protection of those weaker than yourself, enforces law and order, and unites those who are not afraid to fight injustice and band together to fight for the values that they hold in esteem.
The Consortium of Imperial Powers shall hereafter be referred to as the CIP.
The following are the general terms to which all CIP nations agree to when they apply for membership:
1. All nations will agree to trade agreements between one-another for as long as they are in the CIP. This promotes cooperation and good diplomacy between our comrades, which will be vital in a crisis.
2. All nations will be required to donate five percent of their military for a full-time Consortium Defense Force. This force may be used ONLY for protection in such a time as a CIP member nation is under attack, and the donated personnel may be recalled, provided that the nation can give a good explanation as to why that is necessary. The CDF will be under full command of a council of the member nations, and is at no time under the command of a single member.
3. All member nations are required to set aside their differences and cooperate for so long as they are in the CIP. Fighting between members will not be tolerated, and any instance of this will provoke a full review by a council of the member nations.
4. No member nation will be permitted to declare war upon another nation without the approval of the other member nations. Whereas we disagree with limiting the sovereignty of a member nation, we cannot allow a nation to get into a war on behalf of the CIP, to get into more trouble than that nation can handle and then ask for our help, or to simply give the CIP a bad reputation by going to war for trivial reasons. Any infringement of this commandment will result in a review and, most likely, removal from the CIP. If a non-CIP nation declares war upon a member nation, the CIP will be obligated to aid that member nation, unless a council of the CIP nations concludes that the member nation fully deserved the war as a result of some atrocity, sabotage, or other uncalled for action.
5. All nations must agree to allow a certain number of allied troops through their territory. This number may be as big or as small as the nation chooses, except that the number must be above two thousand (2000). Any abuse of this regulation will result in harsh action from the CIP nations.
6. Potential member nations must verify that they are of respectable diplomatic record (OOC: Good RP record), have attained a level of respect and stature proper to a member of a prestigious alliance such as the CIP (OOC: 300 million pop, haven’t done anything foolish like declared war because the enemy wore funny hats, fairly active in NS affairs). All candidates agree to a full review of their history and regular inspections by CIP personnel over a six month trial period, to ensure that the new nation is keeping to the rules and intentions of the CIP.
7. It is recommended that all nations owning international storefronts or trade businesses offer deals, discounts, etc to CIP member nations. This is not a bid to get arms and equipment for cheap, but to offer members some sort of trade advantage outside of mere trade agreements. This may or may not be offered, depending on the wishes of the nation owning the storefront.
8. At no time shall the CIP be run by a single member nation, or by a small, elite group. The Consortium was created to promote a sense of brotherhood and cooperation between empires, not to create an elite caste to rule over the others. The sole exception to this will be of myself (Leon Alexei Adler, Supreme Overlord of the Order of the Reptile), and Jordaxia. We will serve as Prime Directors, having some measure of final say at council meetings; guiding the alliance in times of need and helping our younger comrades develop into strong, respected members of the international community. In no way will the Prime Directors be dictators or leaders of the CIP, rather they will serve a sort of Senior Council role. It is emphasized that the CIP allows ALL members equal and fair say, so long as no one oversteps the rights of another. Likewise, justice will be equal for all nations, be they smaller and earlier on their road of development, or older and more widely respected in the international community.
9. All nations will be required to set aside an embassy for the CIP, to accommodate ambassadors and other officials from CIP members. Also, all nations will be required to construct at least one (1) military base for housing CDF troops and equipment. It is to be made clear that those bases are there for your protection, not so that the CIP can keep a nation under its thumb. It can be requested in a CIP council meeting that fewer or more troops be stationed in a nation, depending on that nation’s situation and preferences. The troops are to be treated with respect, but it is to be known that they will not be above the law on any occasion.
10. Military protection is not the only ideal that the CIP holds in high regard. Humanitarian aid is also of vital importance to any successful, coordinated and cooperative group of nations. Food, medical aid, shelter, construction materials and workers, rescue workers, and other such important humanitarian resources will be considered a mandatory offering to any nation that finds itself in a crisis.
11. Once per year (June 22nd), a mandatory meeting of member nations will be held. Ambassadors from ALL nations must be present at this gathering, as the issues discussed will be of importance for all members. Any member planning on missing the meeting must present an extremely good reason as to why at least a month before the meeting. The meetings will be held in the capital city of the Order of the Reptile, Toria, where the ambassadors and their staff will enjoy the utmost in security and comfort while they go about discussing CIP affairs. The gathering will last for one week, during which time it is stressed that all major issues be addressed. After the gathering, ambassadors can either get their own transport back to their home nations, or can acquire the use of one of TOR’s state-of-the-art luxury VIP airplanes. The ambassadors will be required to go over the details of the meeting with the heads of their nation’s government. This ensures that no one that will be required to make important decisions is left uninformed.
12. A limited roster of military and domestic advisors will be available from the older nations of the CIP. Any younger nation may request advisors for their military or domestic departments to further help that nation in the long and difficult business of growing into a civilized, strong, respected empire. Note that the military advisors will not be available until a nation has passed its six-month trial period.
13. Perhaps the most important point in the charter, the CIP members are urged not to meddle in the affairs of other nations unless it is agreed upon by a meeting of the CIP member nations. The CIP does not exist to patronize and infringe the sovereignty of other nations, and will not intervene in international affairs unless a good reason to do so is presented. Gross acts of inhumanity, genocide, and other unacceptable actions may provoke action from the CIP. Note that the exception to this rule is in the case of humanitarian aid, which is ALWAYS available from this alliance.
14. All issues, petitions, and aid shall be agreed upon/denied based on a simple democratic majority of two-thirds. In the rare event of a totally tied vote, the Prime Directors will have the final vote.
15. The Prime Directors shall hold the authority to deny membership to any candidate as they see fit. Likewise, a council meeting shall be held to vote on the continued membership of a nation that has proven itself to be a liability.
Above are the proposed regulations of the Consortium of Imperial Powers. It is encouraged that potential members comment on the rules, to better help us to create an ideal alliance.
Potential members are asked to apply for the CIP only IF:
o They have read and understand the regulations and intentions of the CIP
o The have maintained a proper record of respect and courteousness (OOC: 300 million pop, good record in RPing and NS politics, helpful and active)
o They will comply with the wishes of their fellow member nations and will help their fellows out in times of need.
It is our wish that the CIP grow into a successful and respected alliance of honorable and respected empires, an alliance that will not be hindered by petty squabbling or fighting.
