TilEnca is a mostly rural country, with very few major cities. While the industrial and technological revolutions have had their impact on the people of TilEnca, a great majority of the people still believe in the ways of their ancestors, including the practice of witchcraft and magic, and monsters of various sorts are known to roam the outlying country.

There are three races living in TilEnca - human, elf and dwarf. All co-exist in peace, with little or no racial tension between them.

The main religion of TilEnca is a belief in "The Lords". Until "The Liberation" (which happened a couple of hundred years ago) "The Church Of The Lords" was a dominant - indeed the only - force in government. It ruled by fear, and by religious persecution. A full history of the events surrounding the end of the rule of The Church will be made available later, but since the end of The Liberation the government has been split in to regional councils.

The national animal of TilEnca is the valorasa - a small rabbit like animal that can fly. The gold piece is the national currency.

These set of guidelines were drawn up after The Liberation, and are currently used to govern TilEnca. As the people of TilEnca was coming out from under the rule of a brutal dictatorship there was no desire to start another one with rules set in stone, so TilEnca does not have a constitution of any type. However the guidelines for government are as follows.

The Country of TilEnca is divided in to fifteen regional counties (for administrative purposes only), each of which has nine districts.

A County is governed by a County Council, made up of nine Councillors. Each district elects one Councillor to The County Council. The format of this election is decided within the district.
The County Council can set any local laws and taxes for The County. Laws can only be enacted for The County, and not for specific districts.

Although Catriana is the home of the National Government (The Council Of Ministers) it also has it's own County Council that rules on local issues.

Each County Council sends one Councillor to The Council Of Ministers. The Council sets laws on a national level, but can not interfere with local taxation levels.

Any law passed by The Council superceeds any local County Laws, unless any special dispensation is granted. This dispensation has to be supported by the majority of The Council, otherwise it is not granted.

The President of TilEnca has no governmental function. He or she attends meetings of The Council, but does not have a vote in any of the debates or a say in any of the laws. However The President is the ambassedor to the UN, and as such has a voice in the proposal of any laws that would violate the UN Charter.

Once every three years, the members of all County Councils meet. This is called The Conference. This is the only time that the guidelines for government and taxation can be altered, and requires a simple majority of all the members of The Conference. As with The Council, The President attends this Conference, but is not permitted to vote or have a say in setting the laws, but must indicate if any of the laws would violate the UN Charter.
