Lasatania: Population dynamics and hegemony



Outline: With a population of 648m, Lasatania is face d with a population crisis. The recent isolation imposed by the new government means that current population growth rates are unsustainable. To this end, the Social Secretariat has been called on by the Governess to formulate a programme to reduce population growth and at best reduce population size.


Background: Following the brief civil war that brought about the New State, the population of Lasatania fell slightly. However, the return to normality and the reconstruction of cities damaged or destroyed during the war has led to the population rising again. With current projected population growth rates, it is certain that the population of Lasatania will exceed 700m by the year 2020. Current resource levels are barely enough to provide adequate food provision to a population of 650m. To prevent a catastrophe, urgent measures must be taken.

Summary of Suggestions: The first and most obvious method is for a compulsory sterilisation programme. Candidates for this will be selected according to the Social Secretariats scoring system. All citizens participating in such a programme would expect an improvement in their living conditions or work programme.

Secondly, a programme aimed at limiting family size must be introduced a soon as is practical. Family size will obviously be dependent on a citizen's role in society. Unlawful pregancy is an issue that the state must deal with tactfully, to this end such parents will either asked to offer their child for adoption or participate in a state funded termination programme, which will take place in special, concealed centres.

Thirdly, war. By creating a war without end, the state can easily reduce its population while increasing nationalist sentiments within the population, thus increasing the states grip on power. Given our control of the minor nation of Ruro-Severia, it would be quite easy to create a war with this nation and let it run ad infinitum or until such time as it infringes on our resource or population levels.

Fourth, the Forth solution is subject to State Security Regulation A#42. To this end, the project will remain under the remit of the State Security Service. Construction work has begun on several facilities for the start of this solution and the Social Secretariat has commenced the drawing up of lists. This matter will be discussed further in the near future.



Of all the solutions detailed above, the first two appear to be the most realistic. However, the last solution has been inaugurated for minor groups within the population and could be expanded to encompass larger numbers if needed.
