After a review of Sangun's offshore claims... And a brief communication on the matter with Sino, we have decided to open up a small convention of the Four China's and Sangun's Economic Ministers, so as to clear up any possible dispute. Particularly any offshore rigging; guarantees claiming no Oil Embargoes will occur, no matter which way this goes; and the Disputed Parcel Islands.

This conference will be held at a secret location chosen at random in Chuang-Han the day before the conference starts. It's in a bunker, which only top Military officials have access to, and all rooms of the Bunker were checked with every sort of bug detection device known to man. The walls are Twenty Feet thick with water chambers every few feet, and are soundproof. The reason for the high security is because Bonstock has a tendency to snoop.

Chuang-Han's Position: We don't really care all that much since we'll buy oil from whomever mines it. Sino gives us a gracious discount though, so we lean in favor of whatever position they take. However, this mostly neutral position puts us in a place to try to mediate this.


Let the Bloodshed over Oil begin...


Invited Nations: Sino, Xiaguo, _Taiwan, Sangun. Any other nationstates who are apart of our little Asian RP group may read, but you don't know this summit is going on, since we're kind of doing it in secret.

She had conducted behind-the-scenes work leading to the Taipei Accord between Al Anbar and Western Asia, and was also an escort to former President Chen Shui Bian in the discussions over Diaoyutai.

Xiaguo will send Mr. Qin Yue [Robert] Xia, who is already in CHuang-Han. He was just away escorting his ol' buddy, Jo.

Xiaguo really has no interest in oil, however, due the the recent rise in the economy, Xiaguo will need a cheaper way to buy oil. Having oil bought from SIno, it is rater cheap and Xiaguo has Sino to thank. However, we don't wish to lose an offer, so let's all jump in the oil pool.

The Phillippines did, but Sino blew them to hell several RP's back, and took over all oil in the South China Sea... Until this happened anyway, because before no one played Vietnam.

OOC:Speaking fro myself, as an opinion, I think Xiaguo does not need it, nor is it considered to be our strongpoint. We find it much more beneficial if SIno or CHuang-Han owned it.

During the weekend, the National Trade and Economics Assembly has lowered CHuang-Han's fixed tariffs down to 75%. However, ALL other nations, including Sino, Taiwan, Sangun, and so one will also have a fixed tariff rate. The rates are about 4.2% and will be permanent.

BTW:Who's Phillipines now?

The Sinoese is like China but with balls. We recalled three carrier battle groups to secure the South China Seas and the islands there. During the formation of the ARSN (Armed Republic of Sino Navy), one of the most celebrated victories was the defeat of Fillipino pirate navies in the area and turning their cpatured crew into shark bait just to show who's the master of the South China Seas. In RL China, the Chinese Marines have garrisons on most of the islands.

The Parcel Islands are Taiwanese territory as they fall within Taiwan's national EEZ.

The ARSN allows passage and tourism by the _Taiwanese to these areas. Chen practically pulled back most of his navy in the days of fighting Liu.

Based upon the statements issued by other participating nations, and with the best will in the world, the Sangunese government does not see any point in these negotiations unless a spirit of compromise prevails.

As things stand we will not recognise Chinese powers lording it over what is clearly disputed territory, in support of positions that quite obviously leave no room for Sangunese rights.

We are unsure what type of miserable regimes the four Chinas have been accustumed to dealing with previously in this area, but we can assure them that the Kingdom of Sangun, although by inclination a peaceful and rational state, is not a tin-pot regime that can be kicked around.

Now, in the spirit of co-operation, we are willing to entertain a fair division of the Parcel islands with Taiwan and a similar arrangement over the Spratlys with Sino. We would like to stress that it is in everyone's interest to settle this matter with something approaching an amicable and permanent solution as conflict never proved the best resolution to dispute.

In a bold move, an order was issued from the Dragon's Lair (HQ of the Sinoese Military Junta) to erect one Chinese flagpole on every piece of Chinese territory in the South China Seas.

Several ships from the ARSN presence in the area has began work. The coral reefs are proven to be difficult. Islands with ARSMC garrisons mean that such work can be done productively.

What Sangun is suggesting is an even split of an area that produces over 200 million barrels of oil a year!

Surely Sangun can see that the Four China's, with far more land, industry and people need more oil then an equal half. Sangun cannot use 100,000,000 barrels of oil a year, but China needs it.

Sangun never mentioned the phrase 'even split' CHC...we merely said 'fair division'.

As we have indicated before, Sangun is at this stage completely neutral in East Asia, and as a result we are in a position to align ouselves with whichever entities appear most agreeable to us.

In an effort to be constructive, we have enclosed a map indicating what we consider at this point to be a reasonable delimitation of our claims (as marked by the solid black lines):

Speaking OOC a moment, this entire thread is pointless if all anybody is going to do is lay down their idea of the law and reject everything else. Either the nations attending are interested in a deal or they aren't.

Sangun stated in a previous thread that he requires 2.2 million barrels of Oil a day. That's around 60 million a month... So lets take that into account and start hammering out details. The terms Sangun previous stated are unacceptable, as you would be producing 40+ million barrels a month more then you would use, while China would be short roughly 10 Million Barrles a month.

OOC: Hardly _Taiwan... The sangunese military is still being modernised and expanded, so conflict with the four Chinas is unfortunately not an option (let know one ever say I'm a godmodder ;) )

What our honourable fellow delegates fail to grasp is that this is not just about oil. Existing Chinese claims extend to a line 50 miles from our coastline and frankly that is unacceptable to us, not least because we are equally adamant that the contested territories belong to us.

Our offer should thus be seen as clear willingness on our part to compromise, unlike the attitude demonstrated across the table.

As to the suggestions of the delegate from _Taiwan, no doubt well intentioned: we would rather pay four times as much for oil from elsewhere than give a single Li to those who use bully-boy tactics to steal what is ours.

Sadly it is becoming quite obvious to us that Sino's world view allows no place for the Sangunese people save as obedient puppets; if signs to the contrary do not start appearing we will not only walk out from here but introduce measures to defend ourselves against the Chinese threat to our nation.

As the Sino and Sangun representative began to leave the room the Chuang Minister of the Economy sighed heavily and took an ant-acid. Looking over at the _Taiwanese representative he said, so that the departing Sangun and Sino men could hear him "They shall both lose face with this action..."
