Unified Sith

(this is in relation to this (http://forums2.jolt.co.uk/showthread.php?t=358713&page=1) thread. Everything in that little western enclave is being claimed.
Mandatory note: I am not unified Sith, but he wanted this done, and I'm just filling it out for him. Were he online, he'd be doing the exact same thing. Of course, that sounds blatantly unbelievable. Nevertheless, it's the case.)
The Fuhrer was dismayed. His nation had enjoyed a brief period of growth, and had stagnated just as quickly. Something had to be done. A meeting was called between himself, and his most worthy generals. Unified Sith needed to grow, because a stagnant society was doomed.
The Fuhrer sat at the head of the table whilst his assorted heads of the respective armed forces filed in, followed by generals, admirals, etc.
The Fuhrer sat back, and spoke.
"You know why you are here. Unified Sith must expand. War for wars sake is a simplification. We are not going to war with whatever pitiful nations are chosen for no good reason. War with another, nameless nation is exactly what we need. Remote enough that we can concote whatever we need to say, whilst maintaining that they are a threat to us. This is what we need to maintain power unquestioned. Tactical viability is an extra. Suggestions?"
"Iceland."
"The Falklands."
"Tibet."
"China."
"West Africa."
"Interesting. Which one of the West African nations?" The Fuhrer said. So far, this was the only remotely sensible option so far.
"Well, sir, an individual West African nation would be no threat whatsoever. However, if we can convince the populace that they have formed some sort of coalition, against Unified Sith, or one of our allies, then we can justify it to the people."
"Indeed. As I recall, the only large cluster of unclaimed western African nations are clumped in the north west, surrounded by powerful neighbours. it would only be too obvious that they would consolidate their position like this."
"An ideal foe then, to expand with?" the Fuhrer asked.
"It seems the best choice. Tactically, as well, it seems well positioned." The general in charge of Unified Sith infantry forces commented.
"So. We are decided then. The west African nations unclaimed are to be brought under Sith rule. See to it."
The generals stood up and left the room, commencing preparation for the attack. It wasn't expected to be a long or difficult war.
