The Setting of the Rising Sun (ATTN Dra-pol, et al)

Japannese Islands
19-09-2004, 03:45
Since the formation of the new Empire of the Japannese Islands, the Land of the Rising Sun has been rife with controversy. For decades, the Imperial Palace had turned a blind eye on the burgeoning underground slave trade, allowing it to persist because it lined their pockets. With the death of Emperor Akihito and the rise of Emperor Shokahito, things began to change. Shokahito made a declaration, declaring slavery illegal, and calling for all slavery rings to be disbanded and the slaves themselves sent back to their native lands.

The zaibatsus did not like this. The zaibatsus were the coalition of powerful corporations, Nisseki, Mitsubishi, Kawasaki, Nakajima, et all, that had strong political say and, if they wanted to, could virtually rule the country. The slave trade had drastically increased their profits as they exported them to other countries and used them to man their factories in the so-called Industrial Belt of Japan, from Nagoya to Nagasaki.

Upon the declaration of Shokahito, declaring slavery illegal, and another declaration made a few days later calling for an increase in the power of the Imperial Throne, thus decreasing the political power of the zaibatsus, led to an unprecedented act in Japannese, or even world, history.

Nisseki became the leader of a coalition of other zaibatsus and declared complete sovereignty over the island sof Kyushu and Shokaku and Honshu as far north as Yokohama, at the very gates of Tokyo. They declared that they would run their new republic, christened the Corporate Confederacy of Nisseki, as they saw fit.

The Imperial Government immediately strengenthed all garrisons in Nisseki, ordering them to be fortified and reinforced so they would not be siezed by the private armies raised by the zaibatsus. Tensions increased until the fateful morning of 12 April.

At approximately four in the morning, as the first glimmers of the sun began to rise over the Inland Sea on Kobe Naval Yards, massive artillery pieces taken by Imperial Army units which had revolted and joined the zaibatsus began firing on the garrison. For three days, the naval yards were bombarded, before the Marine garrison was forced to surrender. Ten marines had been killed and thirty wounded, and they scuttled the dozen ships in the harbor.

Most of the Imperial Navy put to sea as the zaibatsus declared independence, so as not to be siezed, and they now declared a full blockade of the southern territories, not letting any ships in or out. Four days later, on 19 April, there were riots in the city of Kanazawa, which was affected by the blockade even though it had not declared allegiance to the zaibatsus (the city legislature had been voting whether or not to join Nisseki or stay loyal to Tokyo). Thirteen people were killed and over thirty wounded.

Emperor Shokahito has made the following announcement to the international community:

"The Land of the Rising Sun is in turmoil. The Chrysanthemum is spoiled by blood, the Voice of the Crane cries distressed over the red countryside. The Chrysanthemum Fleet (Imperial Navy) has surrounded the islands as the Divine Wind. We ask that no foreign powers interfere with the Setting of the Rising Sun, it is a holy struggle ordained by the gods to settle the fate of our peole once and for all."

OOC: I am going to RP the battles on the mainland, and the rest of you can either sit back and read, or you can try to get involved by either blockade running or starting a political RP involving negotiations with either the Imperial government or the Nisseki Corporation.

Public Statement, P&T Office of Foreign Affairs
The government of Peace and Terror expresses its regret at the loss of life in Kobe and Kanazawa. It expresses its hope that a peaceful resolution will be found - one that reflects the wishes of the Japanese people.

Secure Intelligence Briefing Facility, The Nonagon, Pillj
The room in the sub-basement of the nine-sided defense HQ didn't officially exist, which made it the perfect meeting-place for seven people in a meeting whose existence would rather not be confirmed or denied.

"The crisis in Japan is a perfect opportunity for us." That was General Leonard DuPicq, head of the Army Intelligence Activity. "The zaibatsu offer R&D expertise, manufacturing power, and a base halfway round the world. We have a hard time projecting power out in the Pacific today."

"And how do you expect to get around the Thant Resolution?" asked a thin contralto. Diane Pelltier was a senior civil servant in armed forces procurement. She continued, "We could certainly use good relations, but we're prohibited by law from interfering with legitimate governments in trouble." "The solution is obvious - don't get the government involved at all." That suggestion came from Dale Sykes. Sykes was a 'consultant' for DCA Industries - the Board of Directors had balked at the title 'Senior Counsel for Bribery, Blackmail and Skulduggery.' "I'll have a few sales and purchasing agents sent out. Might as well send them to the imperial government too, cover all our bases."

"What about the NIA?" asked Pelltier. The National Intelligence Agency, unlike the AIA, was under direct parliamentary oversight. That made them terribly boring guardians of public policy. "Those do-gooders? They'll be no problem once DuPicq mislays a few key files."

* * *

No vote was taken. The next day two pairs of DCA sales staff got on the jetliner to Tokyo, briefcases filled with product specifications. As their idea of security, they flew economy class.

OOC: I hope this is ok, I don't have much experience with political RPs.

IC: Emperor Shokahito has sent out a call for 75,000 volunteers to help crush the zaibatsus. Meanwhile, the Imperial Garrison in Nagoya was surrounded and besieged by the rebels. The outnumbered troops set charges and destroyed the garrison, the arsenals, and its supplies before surrendering.

Rebel troops also besieged an Imperial Garrison at Gifu, which finally surrendered but after killing close to 700 attacking rebels. Riots in Matsuyuma resulted in thirty one dead.

"How long has it been going on?" The President asked as his entourage marched down the long halls towards his private office.

"At least 72 hours sir, that was when the barrage of the Kobe naval yards began," Foreign Minister O'Hara reported. "Without a secure Japan, our deployments in Korea could be endangered."

"What is happening in Okinawa?" An aide asked cautiously.

"We're not sure yet," Defence Minister Cauchon said icily. "If necessary we could try to occupy the islands to ensure a secure pathway to the peninsula."

"And piss off both Japanese governments!?" O'Hara nearly shouted as the group reached the door to the Presidential office.

"Look, we have little choice in the matter," Fieldings said as he opened the door. "Contact the Imperial government and request information on the status of Okinawa. If it has fallen to the Nisseki Confederacy then we'll contact them about their position on the Korean crisis. One way or another we need to get supplies to Korea... "

Fieldings closed the door to his office behind him, shutting out his advisors. He leaned his head against the door and waited until he was sure they had left. Then, he slowly moved to his desk and sat down to write an email to his wife in Winnepeg.

It is with great sadness that the Sangunese nation learns of the tribulations suffered by the Japannese people. Despite our concerns that these events may result in wider destabilisation throughout the region, the Kingdom of Sangun will for the present time respect the wishes of Emperor Shokahito and not intervene. However, should the Imperial regime in the future require any assistance in restoring order, they will be able to count upon the committed support of this regime.

From: Tokyo [Japannese Islands]

Subj: Okinawa [Disputed]

Txt: We would be greatful if you could, for the present time,
occupy Okinawa, under the condition that it is given back to
the Imperial Government after the zaibatsus have been
disbanded. We have a large garrison on the island, and the
population is in support of the zaibatsus, and we need the
troops their on the mainland.

"They WANT us to occupy Okinawa?!" O'Hara could scarcely believe it.

"The most significant problem would be caused if the rebels actually suceed and force out the Imperial government," Cauchon mused. "Then we'd be stuck on the wrong side."

"Well, the Imperial government is going to withdraw its forces from the islands in order to maintain the mainland," O'Hara proposed, regaining his composure. "And while we are there, we simply act as 'holders' of the island, whomever comes out as the winner will get an undamaged Okinawa. Should Nisseki win, we recognize them as the legitimate Japan and turn Okinawa over to them."

"We just need to make sure that Nisseki understands this," Cauchon said quietly under the glare of O'Hara. "I'll make some calls to ensure that this ... 'understanding' is made clear to Nisseki."

To: Tokyo (Japannese Islands)
From Ottawa (Hudecia)

At the current time, Hudecia is willing to station troops on Okinawa. 2 divisions, or roughly 10 000 men will begin to arrive in Okinawa within the week.

Full deployment should occur within 2 weeks. Once the conflict is complete, the islands will be returned to the rightful owners immediately.

Emperor Shokahito looked concerned as he consulted his generals. What they were advocating was unthinkable.

Shokahito and his generals both knew that a strong push against Nagoya, the capital of the zaibatsus, and a large bombing campaign combined with naval attacks could crush the zaibatsus in one, decisive battle.

Shokahito was tired, but he could not show it. It would be a sign of weekness.

"Do you, generals, not plan to attack now, but without the bombing raids and naval attacks? Do you not wish to spare the cities, the factories, and the civilians?"

Shokahito gave his decision in his customary cryptic way of speaking.

One general, looking uneasy, spoke up,

"But Your Excellency, with all the factories under their control they can outproduce us if we do not strike now!"

"Will the naval blockade not starve this factories of the raw materials to out produce?"

"Possibly, but if we do not launch a devastating strike now, this war could drag on for years!"

"Do you want me to support the killing of my own people? Will you not get out of my sight and follow my ordes to the letter?"

"... yes, your excellency."

Shokahito dismissed his generals, waiting until they left before letting out a massive sigh. How could he condone the killing of civilians? No, this would be decided in one decisive battle, the Imperial Army versus the Corporate Army.

---------------------------------------

Meanwhile, sixty-five year old General Jinsaburo Mazaki, former Commandent of the Military Academy and Inspector-General of Military Training, had been given control of the Imperial Army massing in Tokyo. However, without the air and naval support he felt were necessary for victory, he was unwilling to advance very far with his main force of just over 30,000.

Former Lieutenant-General Mitsuru Izeki, who had defected to join the zaibatsus, had been put in command of the army massing in Nagoya. He immediately set out with his army of approximately 28,000 men, coming as far as Sagamihara before making camp.

Even now, Mazaki was unwilling to leave Tokyo, only occasionally sending out skirmishers, which clashed briefly with the rebels before retreating.

Imperial casualties were eighteen dead and fourty-six wounded and Zaibatsu casualties were eighteen dead and twenty-three wounded.

Other skirmishers occured to the north in Gifu prefecture between smaller forces, resulting in Imperial casualties of three wounded and Zaibatsu casualties of two dead and twenty wounded.

Shokaku is a hotly contested region, as the people our supporters of the Imperial government, but the governors have been paid off by the zaibatsus to join the seperatist movement. So, the people of the island have staged a counter-revolution against the zaibatsus, and a number of small battles broke out, resulting in Imperial casualties of seventeen dead and fourty-four wounded and Zaibatsu casualties of eighteen dead and fourty wounded, with no real gain by either side.

As the skirmishing escalated, General Mazaki decided to end the battle by marching out and confronting the Rebel armies. He marched out quickly, causing his armored support and supplies to lag behind, and his troops were tired and disorganized when they reached the position of the Rebel armies.

Instead of holding back and reorganizing, Mazaki pressed the attack, sending most of his forces against the weak Rebel flank. A full day of fighting and the brilliant tactics of General Izeki led to a full retreat by Mazaki's forces back to Tokyo. Izeki tried to catch up, by did not want to stray too far from Sagamihara in case of an enemy counterattack.

This was the first major battle of the civil war, and the casualties on both sides were high:

Imperial: 481 killed, 1011 wounded, 1400 missing or captured

Zaibatsu: 269 killed, 1483 wounded

Although the Imperial army was routed, they managed to do a great deal of damage to the Zaibatsu forces, and were lucky enough to take out much of the senior management, including Generals Hideo Baba and Kazuyoshi Banzai, leaving the remaining forces in Sagamihara unorganized and unfit for battle. However, there are no Imperial forces nearby to launch an affective operation.

Meanwhile, small battles on Shokaku have escalated in a series of Zaibatsu defeats, however, a resistance cell was surprised and devastated in a police raid at Uwajima, resulting in nearly four hundred Imperial rebels arrested.

Imperial: 27 killed, 75 wounded, 400 missing or captured

Zaibatsu: 61 killed, 158 wounded, 120 missing or captured

"The conflict on the main islands is growing more and more," O'Hara reported in his morning run down on the world events. "Imperial forces were defeated on Honshu but Imperial rebels have been successful on Shokaku."

"Which side would you say is going to be successful?" Fieldings asked quietly.

"At present the Imperial forces are losing but without outside aid, the Nisseki Confederacy is going to run out of raw materials and especially oil," O'Hara stated matter of factly. "We could increase our exports of oil to the Imperial forces to ensure that they have armour superiority."

"Contact the Imperial government about it."

The LRR government does not take kindly to the developments in Japan, so close to the shores of Sakhalin.

Assault divisions (equipped with tanks and IFVs, as opposed to APCs and light tanks) and light infantry/amphibious regiments begin gathering close to Japan, along with landing craft and their naval escorts, mostly missile boats with a few multirole Son House class corvettes, probably some of the best naval vessels in Asia. The majority of the Son Houses are based on Kamchatka and Sakhalin, where they can respond quickly to combat an invasion. There are also several destroyers and gun cruisers (bombardment ships). A landing in northern Japan would be a local operation for the forces on Sakhalin, in fact it would be a local operation for most of the LRRN, barring those units in the arctic ocean and bering sea.

A telegram is sent to the imperial government:

The LRRA can land a large amount of troops in the northern half of Japan very quickly, with full air cover. If you need this assistance, do not hesitate to ask.
Japannese Islands

A telegram (after a long delay) is sent back to the government of LRR

We need some assistance, but we do not wish foreign
troops on our soil in this conflict. We do, however, wish for
your naval vessles to aid us in patrolling the Sea of Japan,
Sea of Okhotsk, and Northern Pacific Ocean for the Nisseki
raiding vessels that are playing havoc on our commerce
and blockade.

----------------------------------

In an effort to overwhelm the Nisseki troops, the Imperial government has three new offenses being put into motion. About fifty thousand troops have been loaded onto transports and are going to make an amphibious attack on northern Kyushu, while another twenty thousand make an attack on the northern Ryukyu Islands and southern Kyushu. On Honshu, two forces have been assembled, one in Tokyo and the other in Kanazawa to make a two front offensive with over 150,000 troops. Meanwhile, reinforcements are being recruited and volunteer armies are assembling elsewhere on the islands.

More skirmishing near Tokyo has resulted in more casualties. A surprise raid on a camp outside the city resulted in a tremendous Zaibatsu victory and a devastating blow to Imperial morale:

Imperial 8 killed, 47 wounded, 200 missing or captured

Zaibatsu 7 killed, 14 wounded

The rebel movement on Shokaku has escalated, and the first full scale battle was fought as the Emperor sent Brigadier General Katsuhiro Kuwaori to unify the loyalist factions. The Battle of Tokushima was barely a Imperial victory from a tactical sense, but strategically the Imperial forces were defeated, being unable to sieze the city. In addition, Kuwaori himself was shot three times in the chest, and later died of his wounds.

Imperial 233 killed, 779 wounded, 291 missing or captured

Zaibatsu 369 killed, 858 wounded, 30 missing or captured

Meanwhile, riots in Hiroshima resulted in 15 dead and 8 wounded civilians.

A Marine raid on Kobe resulted in a brilliant Imperial victory. Little was gained from the raid, but Imperial morale was raised drastically, and the plans for the future offensives were stepped up. Only one marine was killed and two were wounded, killing five and wounding fifty-one Zaibatsu troops, and capturing seven hundred and fifteen.

The LRRN presence, already very heavy in the Sea of Okhotsk, is reinforced in the Sea of Japan and the Pacific.

Most of the Sea Of Okhotsk is within the coverage of SSC-4 and -5 cruise missiles, with phenomenal maximum ranges. The only problem is their requirement for close-in target designation in order to avoid just hitting anything that comes along.

However, near Hokkaido and northern Japan, RBS-15F shore batteries can cover the sea lanes quite easily, and passing Sakhalin, if one is hostile, would subject the ships in question to missile boat and shore-based attacks.

Son House corvettes quickly pacify the Sea Of Okhotsk, and much of the north pacific closer to Russia. The smaller Buddy Guy class missile boats, modernized 206MR 'Vikhr' class semi-hydrofoils, are also used heavily.

About 400km out from their base on Sakhalin, five Buddy Guy missile FACs encounter a Japanese warship, apparently a Nisseki destroyer identified by maritime patrol aircraft towards the beginning of the conflict.

The missile boats close to RBS-15 range (200km), and fire off half of their eight missiles each. (20 ASMs inbound). The boats continue towards the destroyer's position, taking a zig-zag, meandering course.

The Nisseki destroyer speeds up and heads south towards the Japanese coast, while deck mounted mortars and machine guns ready for the missile boats should they come closer. Chaff and IR flares were launched and CIW systems opened up on the incoming missiles, but seven were able to get through and hit the ship. The helicopter hangar was completely destroyed with most of the superstructure, and one missile broke through the hull at a down and inward angle just above the rudder.

The ship continued to speed up, but began to slowly turn. The rudder was stuck. The mortars and machine guns that hadn't been destroyed set up again and waited.

The invasion fleets bound for Kyushu and the Ryukyu Islands have assembled with naval escorts. Nisseki torpedo boats ambushed a destroy and sank it, killing three men and wounding fifteen. In Kanazawa, four armed robbers waving flags of the Nisseki Confederacy were shot dead by police.

The action on Shokaku continues to intensify, as the Imperial troops, now without any set leadership, once again attacked Tokushima, the Zaibatsu stronghold on the island. The attack turned into a route for the Imperials, resulting in thousands of men gunned down as they tried to attack. The Imperial forces fought fiercely, taking the Zaibatsu troops my surprise, resulting in even more bloodshed on both sides. The battle finally ended in a great banzai charge, which was quickly aborted, resulting in over one thousand troops captured.

Imperial: 81 killed, 174 wounded, 1024 missing or captured

Zaibatsu: 60 killed, 175 wounded

Meanwhile, the Imperial and Zaibatsu armies near Tokyo still refused to face each other in an all out battle, instead committing small numbers of forces to a series of widespread and scattered skirmishes all across central Honshu. However, the sway of the small battles was starting to turna gainst the Zaibatsu forces as the Imperials committed more and more firepower to each engagement.

Imperial: 49 killed, 207 wounded

Zaibatsu: 70 killed, 210 wounded

In the Imperial Palace, Emperor Shokahito looks glumly at the reports given to him by his generals. The war was slowly turning against the Imperial forces. More Zaibatsu troops had been killed or wounded, due to the ferocity of the Imperial troops, who were fighting for the Emperor, a living god, but the Nisseki Generals had constantly managed to outmaneuever the Imperials on the battlefield, and had four P.O.W.s for every one the Imperial Army had. Fortunately, the civilian death toll had been kept from escalating.

Emperor Shokahito was getting impatient, however, as summer and begun to turn into fall, and on the last day of September ordered his generals to made an offensive on all fronts.

The first detachments of Japanese troops begin to leave the island of Okinawa on transports, bound for Tokyo. Their are riots throughout Naha, as the people boo the Hudecians and the outbound Japanese troops. It seems like the Hudecians will have their hands full.

Meanwhile, Major-General Itsuo Mabuchi has taken command of the huge Imperial army massed near Tokyo. The timid general outnumbers the Zaibatsu army nearly three to one, but due to faulty intelligence he seems to believe they have an army twice his size. He stays in Tokyo, and detaches 30,000 men towards the mountains of central Honshu, to try and push the Nisseki-sponsored guerillas in the area back south. A series of skirmishes with the guerillas leave high casualties on both sides, including the death of Madao Baba, the Imperial general in command of the detachment. However, the Imperials were successful in securing the area, and the Zaibatsu troops were forced to pull back towards Nagoya.

Imperial 237 killed, 280 wounded

Zaibatsu 156 killed, 354 wounded, 495 missing or captured

The offensive near Kanazawa has begun, and the Imperial army of 8,000 men has advanced south towards to Fukui, where they do battle with the heavily outnumbered Zaibatsu army there. The battle is brief, and the Imperials easily brush the rebels aside and occupy Fukui.

Imperial 23 killed, 5 wounded

Zaibatsu 79 killed, 42 wounded

Meanwhile, the Marines that occupied Kobe were attacked by more Zaibatsu forces in a brief but fierce battle. More Marine reinforcements are pending.

Imperial 14 killed, 29 wounded

Zaibatsu 0 killed, 350 wounded

Four troops were wounded when a troop transport bound for the invasion of Kyushu was torpedoed. Fortunately, the ship did not sink.

The action on Shokaku has risen as the Imperial forces once again attack the Zaibatsu stronghold at Tokushima. The Imperial forces managed to sneak past the enemy pickets and get close into the Zaibatsu camps and attack while most of the enemies were sleeping. The battle was a slaughter, and Tokushima fell to the Imperial forces. However, the Imperial took casualties too, and they are still outnumbered many times.

Imperial 30 killed, 131 wounded, 33 missing or captured

Zaibatsu 181 killed, 349 wounded

Meanwhile, a Nisseki destroyer was torpedoed off Okinawa, eleven of the crew were killed and thirty wounded.

Four civilians were wounded in riots in Hagoshima.

The tide of the war had turned dramatically against the Zaibatsu forces.

"What is that supposed to mean?"

"It means we are losing the damned war! Our generals are incompetent!"

Kanin looked at a paper in his hand, "My old classmate Moto Inkai is an engineer, not a general! And yet he is commanded to lead our armies within sight of Tokyo? Hideo Baba, too! He is a businessman, not a general! He just got whipped at Fukui! And you assign Kiyoshi Sekiya to defend Kyushu? He is over seventy years old! He was a general in Hirohito's army, before we even had radar! Dozens of able commanders defected to our side to defend their home cities against the Imperial Throne, and yet they are delegated to roles operating at the orders of the Mitsubishi Corporation's stockholders?!"

"Well, who do you recommend, Prince?"

"Funny you should ask ..." Kanin pulled out a slip of paper with names scrolled down.

"All of these generals graduated from the Military Academy at the top of their class. I suggest we use them!"

"We shall see, Kanin. We shall see ..."

LRRN aircraft, submarines, and missile craft continue to harrass rebellious Japanese elements' shipping, with frequent and hard-hitting attacks. It has become very very unsafe for non-imperial warships around Hokkaido, with its close proximity to Sakhalin and therefore its close proximity to the LRRN's largest concentration of forces.

Son House class light frigates supply speed and firepower to engage even the big Kongo-class destroyers alone, and sink several during the course of events. They are the LRRN's only non-missile boat form of permanent coastal defense, and often are used as command vessels for missile boat squadrons.

-Okinawa-

The arrival of another Hudecian frigate and transport brought the total of Hudecian vessels to 6, 2 frigates, a destroyer and 3 transports.

It also brough another 500 troops to the island, so now there was 3000 officially termed 'peacekeepers' on the island.

OOC:That convoy is arriving right now!
IC:The as the battleships, destroyers, and carriers sat of shore the Transports slumped up too the harbor (wichever one is closest too the front lines) and began unloading soldiers.Their metal gasmasks and bulletproof vests gleamed in the sun. Their glowing red goggles made them look ferocious. 50,000 soldiers poured into the city anxiously for battle. Their state-of-the-art handheldweapons would come in useful... as would the fact that they were more fanatical than the Japanese were in WW2.

OOC:Now LLR before you complain about how the convoy got through... you said your ships were patrolling the NORTHERN COAST OF JAPAN, Nissekis is in SOUTHERN Japan... I think.

No...what I said was it was utter suicide to be around Hokkaido. Ships in the Sea Of Japan are still within easy reach of the LRRAF and LRRN.

Not to say that it wouldn't reach its destination, especially if it were headed for the southeast coast of Japan, but expect future harrassment from LRR forces. You would probably want to steer very clear of the Sea Of Okhotsk, sea of Japan, and the coast of russia.

OOC: Besides which, the Imperial Navy has a complete blockade of the South, meaning you can't land yet, you have to fight a naval battle against a quite large force before pushing through. IC post later tonight.
