Aztec Lands begins rocket construction for space program

I, Emperor Obsidian-Vulture, would like to formally decalre the beginning of a space program. However, this isn't a PR announcement. Obviously, in this post-Cold War world, we know the capabilties of rockets. We do not want our space program to be confused with an effort to aquire ICBM capability.

Make no mistake, we are not in hostility with *any* country at this point in time. We are relatively small (50 million people) and new to the world scene. We have no uranum deposits, nor are we interested in any. Our military's stance is defensive. Thus we feel that we have no need to prove that we are not building these rockets for any capability that is not the exploration, scientific study, and the placing of sattelites (with no offensive or defensive capabilities) in space.

Therefore:

1. NO weapons inspectors of any organization, be it the UN or regional alliances, will be allowed to oversee the program, period.

2. Any diplomatic actions imposed on us will be subject to reaction.

3. Any military actions taken against us or to restrict our free trade will be subject to violent reaction.

That aside, we would also like to co-operate with other nations of the world in the exploration of space. Any possible candidates can send a telegram to "Aztec Lands".
