I have a defence budget of $1,000,983,848,905.60 and a population of 634 million. I need some help to figure out what I can buy and how to organize it. I would like the money split like this in my military. 125 billion for special operations, 200 billion for ground forces, 300 billion for an air force, 350 billion for a navy, 25 billion for a space weapons research. And I am modern tech.

Why don't you go to one of the package storefronts and ask for help there? Teh Ninjas ground unit storefront is open to custom offers and Clan Smoke Jaguar has helped me out in the past...

First off your special ops will never ever need that sort of money unless you are thinking of deploying tens of thousands of special ops, in which case they aren't proper special forces personel more elite infantry, which are best paid out of your army budget.

A few questions to lay down soem ground rules on your requirements.

What sort of organisation would you preffer, western (realatively small but heavily equipped divisions) or eastern/soviet (huge divsions but with heavy equipment more concentrated intoa few of them)?

Also what sort of role do you envision for your armed forces? an offensive froce capable of deploying a number of expeditionary forces or merely a defensive set up?

Rubberduckistan is willing to help you in organizing your special forces. We did run international school for them, but nowadays business is little quiet. TG if you are interested.
