Greetings from Old Fashion Hamburgers
We want to start an airforce and are interested in purchasing planes, maybe even airforce packages. At the moment, we are focused on air superiority, anti-ship and helicopters (for more urban environments). We are not certain how many planes we need so any advice is welcome.
Present to us your offer of a contract and we shall contemplate it. The contract we deem best for Old Fashion Hamburgers will be acted upon.
Note: We will probably be looking to buy manufacturing rights to missiles, bombs, and other things as well.

Normally Rubberduckistan does not sell weapons outside of the Pact, but we might be interested to create your air force. We are developing new fighter-bomber, so this contract could be the boost our aeronautics industry needs.

IC: If we do not receive any other offers within one year (RL day) then we will definitely look into the prospect of doing business with you. Untill then we are open to more competitive contracts.

Then Rubberduckistan´s aeronautics engineers should go right to work, if there isn´t any other offers. And even if there is, this project is something that should have been done long ago.
