(OOC: Those that have played Command & Conquer or most of the other Westwood RTS games, must have memories of the E.V.A- that background voice that provides warnings and hints like "unit ready" and "construction complete" etc.)
SSNN (Sinoese State News Network):
The pinnacle of C4I systems development was unveiled to the public today as the announcement of Sino's first C5ISRAI (Combined Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaisance and Artificial Intelligence) system became active, after a lengthy three-year OE&T period, with some of the most elite units of the ARSCF (Armed Republic of Sino Combined Forces), the system has been upgraded to allow access by all personnels above the rank of Major or equivalent and those that have special clearance.
This system is capable of acting as an AI guide to the user, providing detailed information (almost unlimited encyclopedial database), accurate real-time intelligence (uplink with UAVs, spy-sats, GPS and more), efficent commands and communications.
Vital components include AI and voice and facial recognition as well as the the ability of this system to communicate directly with the user in a realistic voice and paternal tone.
In more advanced upgrades, the holographic image of the 'Guo Fu'* (modelled on the Guo Fu Dr. Sun Yat-sen) can be displayed. 'Guo Fu' is capable of speaking Chinese (most dialects, with accurate accents) and English (mid-Atlantic as default). The voice can also be switched off for quiet when required, promoting visual data display. The voice is never a Stephen Hawkings monotone! A highlight of the speech feature is the choice of various accents for the English option, from American to Scots.

A soldier can ask a question and and the system can reply quickly (depending on the amount of information that needs to be answered), as well as giving detailed information like base perimeter breaches and other warnings, as well as browsing through its endless archives of information. It can even help interrogate POWs or work in brainwashing (complete archive of arguments for the Sinoese cause).
'Guo Fu' is not only posted in some of the ARSCF's most important centers of operation but can also be found in vehicles as well as even the simplest individual C4I systems (similar to the U.S. Land Warrior 2).

Revolutionary as the Guo Fu Sun Yat-sen who overthrew the Manchu Qing Dynasty in 1911, some one hundred years later, the new C5ISRAI will revolutionize military communications and command in the Sinoese military forever. The god of computers has appeared.
*'Guo Fu' means 'National Father' or Founder, in Chinese.
