Plasma bomb
The nation of Sir Leo has been developing a plasma bomb (Aka: Project Black) for some time now. Funding has dried up and the nation needs funding to continue this project. This is the status of the bomb as it stands now.
Length 50ft
Height 10ft
Width 10ft
Weight 50.7 tons
Estimated blast radius - 10 sq miles
This bomb will totally vaporize anything in that blast radius. Anything 1 mile out of that radius will catch fire. We would like to get the bomb to these stats

Blast radius 50 sq miles, with 5 sq miles out of that radius to catch fire.
Once again, the government can no longer provide enough money to support
this project. So the nation of Sir Leo calls upon other nations to supply more funding. Once the bomb meets those stats, you will receive the amount you donated back, and 100 of the new plasma bombs. If you have any further questions of this project please do not be hesitate to ask.

The country of Norleans is willing to contribute the sum of 2.5 billion USD to the project on the condition that once the bomb is produced we receive the rights and technology needed to make them ourselves. We will also agree though, to a non-agression treaty to ensure you that we will not engage in any open hostilities with your nation, during the course of the project or in the future.

We're sceptical of this project, seeing as the charge time and delivery vechile required for such a bomb to energize its contents adequately will be extreme to the point of being infeaasible for use on the field. Our smaller plasma shards already gain the only advantage plasma has, massive ordinance napalm is already in use in the role you propose and is cheaper to produce with greater destructive power than you mentioned, notwithstanding the fact that its not that much larger than your bomb mentioned here. Also, were confused why the smaller bomb has a blast radius five times the size of the larger bomb. An investment into massive ordinance or tactical nuclear programs are considerable to our interests but due to the useless nature of plasma weapons CAC wont support or cooperate with further research into the technology.

We deplore even the thought of such a weapon of mass destruction, let alone its development. We can see no strategic benefits of such a weapon, other than the targeting of population centres. As such we will not be provide funding for the project, and would advise other nations against doing so.
