The Rights of the Peoples of the Federation

1. Where as all people are created equal, in the eyes of the Federation, regardless of race, sex, religion, or sexual orientation. Crimes against these qualities, to be referred to as Hate Crimes, shall result in a trial by the Commissariat of Justice against the accused person(s).

2. Marriage is defined as the matrimony of two (2) persons. Heterosexual and Homosexual marriages are both valid in the eyes of the Federated government.

3. All citizens have the right to apply for a civil union.

4. All citizens have the right to a fair trial. Impartial attorneys will always be provided to both Plaintiff and Defendant if they request it.

5. All citizens accused of a crime must go through a hearing. No accused person(s) can be held with out a charge against them.

6. Citizens of the Federation are expected to follow the laws of the government and the laws of the people. The Commissariat of Justice will try dissenters.

7. Citizenship can be gained through application to the Commissariat of Immigration. All applicants are subject to extensive background checks. Applications made of lies will be revoked.

8. All people, citizen or not, have the right to Asylum with in the boarders of the Federation.

9. All citizens of the Federation have the right to vote if they are at least sixteen (16) years of age.

10. All citizens have the right to an education. All citizens must attend at least twelve (12) years of school. College is optional, however it is free to attend.

11. All citizens are entitled to a place in the Universal Healthcare System of Hallad. This is free after application to the Commissariat of Internal Affairs.

12. All citizens can apply for a job. Those unable to find suitable work may apply for Welfare. This can be done by applying to the Commissariat of Internal Affairs.

13. All citizens have the right to bare arms and belong to the People's Militia.

14. All citizens have the right to practice the religion of their choice. Appropriate worshipping facilities are provided. Hate Crimes against these facilities or worshippers will not be tolerated.

15. All citizens have the right to affiliate with the political party of their choice.

16. All citizens are encouraged to participate in the governing of the Federation.

17. Any citizen has the right to call a town or city meeting. Any town or city has the right to call a county meeting. Any county has the right to call a provincial meeting. Any province has the right to call for a National Assembly.

18. All citizens have the right to form a Commune or Collective. However, the Commune or Collective must be registered with the Commissariat of Internal Affairs.

19. All citizens have the right to form a Syndicate. However, all Syndicates must be registered with the Commissariat of Internal Affairs.

20. All Citizens have the right to peace and solidarity.

Yr Widdfa applauds this proclamation by the government of Hallad and hopes that it will be a step tensions between the government and that factions which so recently attempted a coup there.

Sounds good to me, save for the part about allowing homosexuals to marry. Marriage has been for all time between a man and a woman- why change it? I mean, just give them civil unions. Meh- enough of my ramblings.

Thus you further prove your ignorance. Homosexuals do not have any less rights than heterosexuals. Hallad has simply chose to finally recognize that formally. Their rights are not new, as they had those rights from the moment they were born.

Omicron Alpha enjoys civil freedoms as much as anyone, however notes with despair an unfortunate number of welfare programs encouraged by this proclamation. However, given the number of nations that do such bizarre things, we are not surprised and still applaud your non-welfare related rights, such as equality. Political freedoms come in different forms over here, not directly compatible with more common systems; however after considerable research into the age-old phenomenon of public government, we have also found reason to applaud your political freedoms.

Any attack on the Halladi Federation will be seen as an attack on the Republic and will result in the destruction of all of the aggressor nation's military assets.

By giving people "rights" you merely make them expect to have them. If they are privileges then they know that they must stay good citizens to keep them.

As stated by the UnAPS charter (to the best of my knowledge), any attack on one member country is considered an attack on all of them. Such an attack on Hallad who, despite (or possibly as a result of) their socialist leanings, also is in support of democracy, will be met with swift and decisive action from the United Republics of Tiburon.

We commend the Hallad government for drafting such a collection of civil and political rights. We actively promote everything you have formalised, except for firearms which are banned for everyone here. This is your choice, however. We congratulate you.

It's mainly a matter of security. Our police are just as well armed and trained as our military and they can handle gunmen. We allow them to join the People's Militia which can be caled upon to defend the nation.
