This is the official charter adopted by the LSN. Following the charter are the members of the Governing Council. Any nation joining the LSN from this point forward will be a member nation only.

1. That each member nation be fewer than 500 million citizens. When a nation exceeds 500 million citizens, it "graduates" from the alliance and becomes an allied non-member.

2. That each member nation shall open one embassy in each other member nation.

3. That any member nation may open a military base in another member's national borders, provided all parties are mutually benefitted.

4. That each member nation pledge to support one another through technical support, diplomacy, economic trade, and defensive military action.

5. The Charter Member nations will make up the LSN Governing Council and will approve all actions taken by the LSN. A simple majority is needed to pass proposals. The Armed Republic of Modern Texas will serve as the Chair of the Governing Council.

The other member nations may propose resolutions to members of the Governing Council, as well as seek various types of aid. The member nations are bound by the Charter to implement all resolutions passed by the LSN Governing Council.

6. Each member nation is free to pursue trade, diplomatic relations, and even start wars independent of the LSN. However, keep in mind that the LSN would only provide defensive military support if a member nation is attacked without provocation.

7. Should any LSN member nation declare war on another LSN member nation, both must come before the Council and account for their actions. Once both sides are heard, the Council will render a decision of which nation is guilty -- by either provoking an attack, or attacking without provocation. A simple majority will suffice. Once the guilty nation is charged, the Council will debate the punishment and, upon majority approval, shall issue their decision.

We currently have a rebellion in a neighboring country that is right on our border (and actually in some territories they control within Modern Texas). I see no reason that this should not pass, but I do not want to speak on behalf the Governing Council without consulting with them first. I urge the alliance not to accept the Roque Nation of Maslawyia into our alliance seeing as I am currently at war with them. They are a terrorist supporting regime, and must not be allowed to prosper.

I further urge LSN to support our actions in the theater and send reiforcements to the region to back my nations men up.

The nation of Sarrowquand would like to apply for membership.

We would also like to suggest two ammendments to the current constiutional policies of the LSN.

1. A secondary (vice) governer is elected who will be garunteed a say in policy: Said vice governer must possess close to 100mill population and shall be replaced when a population of 250mill is reached. This shall ensure that an experianced member of the league is always on hand should a senior member reach the 250million benchmark and need replacing.

2. All nations with a population below 50 million qualify automaticaly as protectorate members and may call upon millitary aid from the league when facing a larger opponent. If this aid is granted by the leagues policy makers then all members will be obliged to supply league requested aid to the best of their abilities or risk suspension from the league (upon the discretion of the league's governer).

As these issues do not neccersarily relate to one another they should be considered individualy
