Just say what you have, but don't claim it's larger than 5% of your population (this figure should go down as your nation grows). To buy from other players, ask them if they'd be willing to sell you something, and, if they say yes, say you're sending the money. Money is assumed to be automatically procured by your government, so you don't have to worry about that, but don't go on a spending spree, because your population won't be happy about the extra taxes.
I sell firearms (http://forums2.jolt.co.uk/showthread.php?p=4768622) and cheap jets (http://forums2.jolt.co.uk/showthread.php?p=4681211). I sell inexpensive steel, too, but it doesn't look like you're interested in that.
