The Empress annouced today that she hoped to form a special alliance. She believes that many alliance use military first before diplomacy or nothing or no diplomacy at all. Which she also believes is the destruction of many alliances. So she hopes that with other nations they could form a diplomacy then military alliance. Which means try diplomacy first and if everything else fails...then military force will be used. Talks will be held in Waterfall city.
She also states that although she is hosting she like to inform the international that this does not mean they are leading it.
