Rob walked up to the council chamber some what in a hurry and a bit late he ruffled some pads and cleared his thought he began to speak “To day I come to this council to request a bill that will help young nations who want to be helped . this bill will provide aid to dismasted planets nations trying to get In to space and humanitarian aid to war torn nations . with this bill the UFP will gain a bit more respect . but that’s not the only reason I ask for this another reason is its to show people that the UFP is serious about helping others .“ uhem he cleared his thought again and spoke “ This bill will have 3 parts or bi laws the first one is :
1: Nations who request help or accept our help will be able to stiffen from a special fund we would be crating and stock pile of materials in order to get them started .
2 : “This fund and stock pile will be crated as soon as the law is passed this cash will be available to any NEW or space nation in need of Assistance humanitarian aid will also be part of this stock pile .
3 : Any nation that we help is out of “good will “ think about it like the red cross or salvation army all new nations will be able to either file a request or sign there name for Assistance from us . we are required to look at there situation if there doing ok they would not need Assistance from us , but there are certain exceptions like economic doom, or a plague they cant find a cure for ( think about it like HIV the nations are doing dandy but the pop is falling ill and dieing ) “uhem” I hope this bill is approved and in good will thank you very much “
