The wheels of great conflict were turning in the world. While the petty nations of the world squabbled over land, honor and pride, the Imperium of Tyrandis virtually withdrew from international affairs, preferring to conserve her strength.
Now, the time had come.
In a darkened room of the Central Command, heart of Tyrandis's armed forces, the Praetor and the heads of all of the various departments met to discuss the grand plan, codename Operation PAPILLON...

"Let's get down to business." said Praetor Conrad Davidson, head of the Imperium's military. "Intelligence gathered by TNIA has indicated that Czar Roger Fabus has gone mad. He has alienated his mightiest allies.
As you know, Communist Mississippi represents a huge threat to world peace. Already, we have classified them as an "Extreme Threat to Global Security", a dubious honor won only by the most insane of madmen.
Contacts in the arms industry also indicate a massive arms buildup by CM, most disturbingly the acquiration of weapons of mass destruction.
However, Fabus has expelled the strongest nations in his alliance, namely, Sevaris, ITD, Kahta and Seryown. The leaders of these nations gnash their teeth with rage at the indignity.
This is the perfect chance to strike. However, we must not move too quickly, lest our machinations be uncovered.
General Aya Matsuura, prepare two full armies on standby. General Ayumi Hamasaki, I want the 75th Ranger Regiment and a number of SF groups ready. Admiral Sowelu, ready the 1st Pacific Fleet.
