Ministry of Foreign Affairs Announcement

"Ladies and Gentlemen, this evening a Joint Naval and Marine Task Force iniated an operation in St.Helena an Atlantic island, and its two dependant territories, the islands of Ascension and Tristan da Cunha. The operation involves peacefully taking over government facilites with minimum disruption to civilian life.

"Once the operation is complete, St.Helena will become a Dominion of United Elias in the same way as Brunei and The Seychelles. The Dominion System allows for an elected advisory council to hold a governor-general to account and gives a certain amount of self-determination to the island's 7,000 or so citizens. No major changesto the islands are planned, apart from an enlargement of the Acension Naval/Air Base to act as the headquarters for Atlantic Operations, and possibly the construction of a contingency airbase on St.Helena itself. The people of the islands can also expect considerable investment in public services and infrastructure."

"We would like to add that an Elias presence in the Atlantic will be beneficial for maritime security and advantaegous to all trading nations. Thank you."

Subject: St. Helena Military Base,

Dear Sir/Madam,

After hearing the pleasant news of your colonization of St. Helena, an act we certainly believe to be most beneficial to the citizens of the beforementioned island, we wondered if some kind of agreement could be reached about constructing and then leasing a small multiservice base on any of the three islands, to serve as a forward repair and refueling base for our Navy, an airfield from where maritime patrols could be conducted, from where tanker aircraft could be employed to empower the global reach capabilites of the Strategic Bomber Force and to operate as a Naval Command Post from where operations in the Atlantic could be coordinated.

Please inform us if this could be possible, so we can schedule a payment program,

Secretary of Foreign Affairs,
The Arab Republic of Al-Sabir

In response to your request for a basing facility, we can say that for the moment, any Al Sabrian presence on the islands would have to be minimal, especially since the islanders are still wary of the occupation and the deplpyment of a foreign military may be threatening. Also we do not plan on constructing large naval and air facilities for some time. Therefore we would suggest that you agree to using a section of the Acension Island Naval/Air base, which is the largest military facility in the atoll, and the centre of the Elias military's garrison. Due to size limitations you would only be able to permamently base up to 24 aircraft there, and as far as ships are concerned, these could not be permamently based there, only accomodated on resupply and maintenance port calls.

Obviously any combat operations which you use this facility to assist with, will need to be cleared prior to the operation commencing.

We hope this agreement is acceptable,

Subject: Ascension naval base

Dear Sir,

We would like to thank you for your cooperation on this particular subject, but after the continuation of the OMP naval base project, a permanent presence on Ascension is no longer required. However, we hope refueling and repair facilities at Ascension are still available for use by Al-Sabirian ships, should the employment of OMP base facilities be unavailable for whatever reason there might be.

Regards,

Farid Jamzad
