For some eighteen months now, there had been a tense standoff between the Panaman Government and Greenpeace, which had been operating in the gulf preventing Naval and Commercial Ships from passing. Greenpeace had been claiming that the government of Panama has been damaging local aquatic environment by beginning the construction of a major commercial port. The government had defended, saying that it would increase trade for not only Panama, but its regional neighbours. Now Admiral Horn had been given new orders, which had been to previously moniter the situation.
Standing on the bridge, he watched as the ships sat there silently. Occasionally he would see a person on the deck, but nothing had really changed for eighteen months. They still remained anchored, and they still remained in the way of trade.
As the crew prepared the equipment, he relaxed as he didnt have long to wait before the commands were carried out. Within a few minutes, the Greenpeace ships would be lying at the bottom of the ocean, having been shelled by his own Naval Fleet.

When news had reached Panama City, the President's office had been flooded with media enquiries about the recent attack on the Greenpeace ships, and so his name was not tarnished, he had to comment on the events which had occured. Straightening his tie, he walked out to the podium, and began to make a quick speech on the event;
"It is my firm belief that were quite justified on the attack on Greenpeace ships, for our assets in the gulf have been under a state of blockaid for some eighteen months.
Such a blockaid has only harmed the local and regional economy, and we thought it best that the Greenpeace ships be removed from our waters. Negotiations have failed, and so if they are unwilling to leave, they will lose their ships. We do not apoligies for the incident."
