The Emperor's council announced, today, that the homeland forces that have been used, for many years, to protect colonies, would be scaled down to a more acceptable number.
"For many years the government forces have consisted of, roughly, 4 percent of the nations population. At any given time, the active forces consist of 35 percent of the 4 percent. We are not scaling down to 3 percent, with an active percentage to be named at a later time."
Amid speculation of budget problems or supply difficulties, further information was given.
"This activity has nothing to do with budget problems or supply difficulties, but has to do with a return to a more normal state, a peace state. Since we have expanded our empire to consist of more than enough land, we hope to enter a state of peace with the world around us."
Further information was given 3 hours later amid further questioning by the press.
"We will be raising colonial militaries, where the populations are large enough to support, to compensate for any loss of defensive capabilities. These colonial forces will be for DEFENSE only. The homeland forces have always been our battle troops, and will continue to be so."
