It was an exciting day in Andre City. The new Premier of Andre City was due to appear on national television. The people had not seen nor heard of this man and it was widely believed to be Nicholas Turqouise to take centre stage. No journalists were allowed to be present at the speech, which was to take place at a secure underground bunker in the Outer Siberia. The camera was also placed without the need of a camera and the control room for this broadcast was at the other end of the country in Andre City. Donald Witzenberg walked up to the door of the speech room, waiting to be told when he could enter. Finally, he was tapped on the shoulder; a sign that they were broadcasting and he could enter. He pulled open the door and stepped inside confidently.
He'd managed to get the support from the rest of the cabinet - the few who resisted were shot and their families imprisoned, replaced by those Witzenberg. The same occured with the military. If they were lucky, they would be arrested and re-educated, though some were just shot purely out of laziness. Sometimes whole platoons were executed or arrested and the death toll was from around 300 - 30,000 soldiers, logistics workers and administration staff. Witzenberg himself did not care for statistics - he just wanted to know if he'd won or not.
The speech room was a drab affair. The walls were painted white and a wooden podium had been placed at the front with two Andrehervian flags behind them. In front of that was a camera, fixed so that it did not require the use of a cameraman. The area around the podium was darkened to protect Witzenberg's identity. There were still forces against Witzenberg in the country and the chances are that if they knew who he looked like the faster it would take for them to get him. He walked towards the podium, placed his speech on it and cleared his throat, beginning his speech to the nation.
”Ladies, Gentleman, People of Andrehervia. For years you have suffered under the tyranny of two selfish men for years. The people cried for a solution for years and no one listened. No one cared for the plight of the ordinary proletariat. You fended for yourselves against corruption, misery, poverty and violence. But now, you may suffer no more. For today, the darkness of oppression shall be lifted, and a bright new day shall rise and shine the light of freedom on all! I am delighted to finally release the new manifesto, military doctrine and constitution of which the new country shall base its new future from!
I shall read the points out one by one. If you wish to gain a copy of either, they will be available from your local Parliamentary Building with no expense to you!”

1. Workers Unions to be formed to give the proletariat the right to form their own land.
2. Current laws preventing publication of independent newspapers, fact sheets or other related paraphernalia to be lifted
3. Andrehervian Media Control Committee to be steadily disbanded
4. Aiming for a 6% growth in the Andrehervian economy
5. Military spending is to increase from 8% of the national budget to 15%. Cuts from administration and other related industry will take place to facilitate this.
6. Religious symbols are to be banned or at the very least diminished from schools to promote equality and break down social barriers within our children
7. New environmental laws to be introduced and the amount of Ozone it to be decreased by 15% from these new laws
8. Corporal Punishment to be reintroduced to instil a sense of discipline and self-control into pupils
9. The navy will be reorganised from several large battle groups to numerous specific fleets for greater flexibility.
10. Air force offensive equipment to be diminished by 15% to make way for more aircraft already existing i.e F-15’s, F-16’s etc.
The Military Doctrine
1. Diplomacy first. If talks break down or the opposing force refuses to take part, force will be deployed.
2. If a country attacks principle interests within Andrehervian or overseas territory, the AHM will respond with force according to the situation.
3. Any attack on a country allied with us or with significant interests will be treated as an attack on Andrehervia itself and will respond accordingly.
4. ‘The enemy of my enemy is my friend’. Those countries against those believed to be against Andrehervia to be labelled allies and treated as such
5. Some non-fascist governments to receive aid and support from Andrehervia, because otherwise they are in danger of falling under fascist influences.
6. Nations where instability is occurring to have Andrehervian forces deployed to as peacekeepers.
”With a new, strong plan for the future we shall continue to prosper and grow. Our guidance will make this great country the diamond it once was - and will soon be!
