Following detailed, protracted and friendly discussions with the Governments of Colodia, Morathania, Praetonia, Greenmanbry, Hogsweat, Dublin Commune, IDF and Voderlund, we have been able to obtain the rights to lease a number of areas for use in building of Naval facilities. The following common conditions apply to all:
* The bases will consist of 20 piers, of which 4 will be covered submarine pens capable of accommodating two submarines of up to Oscar-III size, and four will be long, deep-water moorings able to cater for Battleships, Battlecruisers and Fleet Carriers.
* Each base will have the following: Fuel storage, ammunition storage, food storage, water storage and desalinisation systems, repair facilities, a small airfield, guard towers, mobile AA systems, and a battaltion of machanised infantrymen (320 men and 40 BMP-3Ms).
* The bases will effectively be our own, and any actions we undertake from them that do not affect the nation in which they are placed or the people of that nation is ours to take.
* The leasing nation has the right to object to anything we do using the bases, and also the right to eject us from the land with 2 weeks (NS time) notice. They also have the right to perform random, unannounced inspections of the facility to make sure that not breaches of environmental safety are occurring and that the facility is not having a negative effect upon the local population.
* We undertake that we shall under no circumstances and at no time store any fissile material at these facilities, nor shall we store there biological or chemical munitions. We also undertake to avoid as far as possible causing any disruption to the regular happenings of the people in the area, and to inform if at all possible the nation in question if we are to undertake actions which may affect them.
* The facilities are entirely our responsibility in terms of maintenance and construction. We will under no circumstances and at no time refuse to pay the agreed leasing fee to the nation from which the land is leased.
