Elves to vote in state elections

A young, female reporter stands infront of an enormous glass building, thousands of people stand behind her waving Rotovian flags and various plackards.
Reporter: "I am standing infront of the Central Government Building, where just moment ago President Dionysus Baccheus signed the controversial Elven Rights Act which will extend upon the Sentient Rights Act. As of this day Elves will not only be allowed to vote in Federal elections, but States will be forced to allow them to vote in state elections.
And with state elections begining tommorow all attention will be on the always conservative Governor of the Spartapolis who feverantly opposed the act, threatening to use State Militia to bar Elves from enroling to vote and casting their ballot...."

Reporter: "Governor Arnold Trident will be making his offical reply to a question hanging over all Rotovia's heads. How will he respond to the President's move to allow Elven voters. With the Governor's long standing objection to allowing non-humans to vote, his response could redefine the relationship between the Liberal Federal Government and the Conservative State Government of Spartapolis... Sorry... it looks like we are crossing live to the Governor's Mansion..."

Governor: "Loyal Citizens of Rotovia, there comes a time in every mans life where he must stand up for is right, what is true, what is pure. For us, this time is now. We cannot allow these Elven Vermin to decide the fate of our glorius nation, President Baccheus and the rest of those pinko liberals may want to intergrate them into out society, but I will not stand for it, and neither should you.
As of thise morning I have authorised the deployment of the State Militia to occupy all major towns and cities, to prevent these scum from enroling to vote or from daring to cast a ballot.

Eldanor, being an Elven nation, condemns these acts against elves, Governor. We are not scum, nor we will be ever be, especially in comparision to you. We are people too.

"Citizens of Rotovia, members of the international community and members of the Press, It is with a heavy heart but a clear concience that I must respond to the actions of the Governor of Spartapolis.
The States of Spartapolis is bound to follow the rulings of the Federal Senate and may not use force to prevent those orders being carried out. I have therefore ordered that the Rotovian Armed Forces begin immediate occupation of the State of Spartapolis for the duration of these elections.
Any attempt by States Militia to interfere, halt or physically harm these brave soldiers of Rotovia will be considered an act of war and will see the Governor shown no mercy from me..

Reporter: "There you have it, the face off between these two long time adversarys has just stepped up a notch as Rotovian Armed Forces begin to infilitrate bordertowns between Spartapolis and Attapolis. Remember you heard it first on RNN...."
The Socialist Utopia of Essenia strongly supports this move towards equality. While Essenia only has a negligible elven population (perhaps 0.1%), they share all of the rights of humans. We hope that one day, all elves (and humans) shall enjoy such equality.
