OOC: A multi-billion dollar Carrier construction project from a nation of 23 million? High unlikely. According to the The Thrace-Tailteann Budgetary Calculator if you spent 25% of your budget on the military you would only have 8.625 billion US Dollars for Defense. Hardly enough for a multi-billion dollar carrier development program. You know what go to IDF shipyards or one of the storefronts and buy 2 or 3 carriers it'll be much cheaper for you. Also I would recommend that you not buy carriers until you have reached a population around 50 million. Then you'll have enough tax money to pay for a carrier or two.

Since your a young nation I will offer you a loan of only 2% on the Remaining balence each year so the Interest Payments will go down everytime you Pay more of the Loan off.
