General Staff conference on mass-destruction warfare

The General Staff's bi-annual conference on WMD proliferation and warfare is due to begin in five days. Last year's conference focussed on the tactical applications and limitations of tactical WMD and the role of these weapons at sea. This year's will concentrate on the art of strategic nuclear, biological and chemical warfare and upon the crucial question of the time - whether such weapons should be employed against an enemy at the penalty of national destruction.

Directly outside the monolithic General Staff HQ, a rather large and agitated crowd, composed of just about every representable race and creed, has begun chanting "NUKE CM!" and "POISON THE NAZIS!" along with "DEATH TO THE ENEMY OF THE CIVILISED WORLD!"

The situation is starting to get worrisome. The nearby Kirinsk Naval Base is experiencing disquieting rumblings from all ranks along the lines of "Let's take a missile submarine and launch upon the Nazis." So far, however, discipline is holding.

OOC: the thing will begin pretty much whenever tomorrow.
IC: Protesters outside GHQ are swelling in numbers. They are demaning immediate destruction of CM by any method available. Riot police have been called in, but the crowd is surprisingly non-riotous, and is merely seeming to be angry, not at the Government, but almost at itself for having allowed CM to exist for so long and commit so many crimes.

The Freethinkers, who recently disenfranchised their nuclear arsenal, would nonetheless be willing to attend in order to discuss matters concerning strategic defence and provide a counterbalance to those who wish to build over-compensatory nuclear arsenals for unknown reasons.
We will be sending Lieutenent-General Josepth Moore along with several aides to the conference itself. They will not have security with them, but they will be armed. If this is a problem, they have been instructed to surrender their weapons at the border with the appropriate authorities. We trust their security onto you, and hope one day to return the favor in kind.

We would be happy to allow a representative from the Freethinkers here as armed as is necessary, under other circumstances; however, the conference has been temporarily called off, due to the extremely high feeling among the population as regards Communist Mississippi; we would fear for the safety of a representative here. The Empire of Dracoinus, has announced plans to attend this most needed conference in regards to the proliferation of WMD's. The Empire will stand with the Free Thinkers in taking action against those Nations that wish to continue the excessive trading of WMD and military arms. We would hope that the Free thinkers would take the opportunity to review the transactions of Grays Hill as well as the strategic military action that the Empire has taken against them to curb their military arms trades. You will notice that the Empire has been notified by a Nation of Greater Prussia, Derscon that they would seek to take military action against the Empire in defense of our attack on Grays Hill military complexes. We have sent a delegation to resolve this brewing conflict but will take decisive military action against them if provoked.

All missile forces units are confined to barracks, including SSBNs. SSBNs at sea are being recalled to port.
Meanwhile, the protesters and generally irritated people are now calling upon the Mississippian Government to dissolve and commit suicide, or at the very least be stoned to death by the Arabs of Libya. The massive protesting now occurring not just in the capital but across the nation is attracting yet further support. If current figures are reliable, 47.69% of the population say that they would sooner take their chance in nuclear bunkers than live with the crimes of the Mississippian Government unpunished, and 65.36% would rather die then allow the Mississippians to maintain their Government as it is.

The large chamber door opens and fills the room with noise. The room had been silent all morning, with the Emperor sitting at his throne, watching the news on his overhead screen. An advisor walks toward the throne.
"My Lord, DPUO is on the verge of starting a nuclear war. His populace are running rampant!"
"Remain calm, remain calm. We have been in this situation before. This will be resolved, I assure you."
"Yes.... resolved...."
"Please leave. My future queen shall be arriving soon, she is being transported from Hades Cluster. Prepare her room, please."
"Yes, my Lord."
The man on the throne seemed tense, with an unsure look on his face. He reached for the keyboard on his computer terminal and typed a message to the headquarters of the DPUO nation.

Prime Minister Marcus Jones looked tired, strained. He had been looking tired and strained for hours. The mournful notes of Elgar's Sospiri wafted from a loadspeaker in the corner as he read the message. With a great effort, he turned from the people standing in the rain outside, his people, and to the keyboard.
"I cannot order my men to execute their own people. I cannot either let the crimes of these people go unpunished any longer. The Nazis will never yield, will never grant rights to the peoples the have massacred, and will never repent their crimes. The people are tired of letting said crimes go unpunished." He sighed, sat back, and continued the message.
"I am not willing or able to stop them any longer. I can maintain control of the armed forces, for a time, perhaps. But their loyalty will evaporate if I let CM simply walk away from mass murder, from genocide, rape, pillage and murder. I would call upon Fabus and his regime to stand down and for the people of Mississippi to be de-brainwashed, and for the compensation of the relatives, but it would be useless. The Fabuses will never stand down, their cronies will never stand down, and their people will never be free of their influence; nor will there be any relatives to compensate, for there are none left.
The idea that nations must be allowed to do as they wish, even to the extent of murdering more than 100 million of their own people, is not one I can keep pushing to the country. If the country, the people, decide that they would sooner die on their feet than live on their knees for the sake of allowing a Nazi to do as he wishes, then so be it."

Things went out of hand rapidly. Meetings of officers and enlisted men had been occurring clandestinely in the barracks to which they were confined. It didn't take long to make the officers who were meant to confine their men listen to their arguments. Not long at all.
Meanwhile, petitions were being presented around the country, all too many petitions. Calling for war no matter what, calling for a chance to be rid of CM. People began to file into nuclear bunkers built beneath cities, stoically, whilst others simply waited.
Serya Spy satellites begin to see increased activity around barracks and nuclear shelters and immediately move to DEFCON 2.
