Grand Inquisitor Mular Hallash glided, or so it seemed with his enveloping cloak and silent steps, through the dark, demonic-looking halls of the Inquisitorial Grand Palace. It was here that the most dangerous, most important, most psychotic, most evil enemies of SAVX were held and interrogated following their capture. One never went into the Palace lower levels and returned. It was said that the screams of the guilty begging for mercy and repentance could be heard even in the highest, most sound-insulated offices of the structure if one listened closely.
Hallash never noticed anymore. His life was here, to be spent in service of the Führer for all his days, and he couldn't ask for more. He spent most of his days processing information from his subordinate Inquisitors and brainstorming new torture methods. However, even the most creative of minds couldn't think of everything, and his mind was an aging one, at 112. Outside concepts were always welcome, whether it was from his own people or those from outside the intelligence organization...even those outside the nation.
After hearing about Neo-Wu's new torture facility, Hallash thought it would be wise to perhaps get together with some of the facility's officials to discuss and trade secrets and methods. Thus, he headed towards his office to send a communique to the facility managers...the people in charge of The Anguish.

From: SAVX Inquisitorial Grand Palace
After hearing of your new torture facility, The Anguish, I have decided that I would like to hold a meeting with some of the facility's officials. I propose a sharing of concepts and secrets, something that I feel could benefit both of our respective institutions. Hallash shuffled out of the office. He would pass the time by going back downstairs, to the gloomy depths where the reverberating wails would sooth his aching body in their strangely appealing "melody."
Syn Theveria, was sitting at his enormous desk located on the first floor of 'The Anguish'. Upon recieving this message was in complete silence, when suddenly and in the most abrupt manner, a soldier burst in, rendering Syn in complete dismal anger.
"What is it soldier"
"A guard outside has gone crazy, he's saying 'free the captives'"
"Kill him at once"
After the disturbing entrance, he went back to leading the letter. He was in deep thought about this recieved message, when a rifle was fired upon the disbehaving guard. A shot of power, he was then again reminded of the great and ultimate power that he had over this great, and soon to be infamous compound, the coumpound that will tremble in the ears of enemies, 'The Anguish'.
When Syn was reminded that he had a responce to type out, he began.

I have recieved your invitation to a meeting of torturment, I would like to be in attendance. I shall be taking only myself, as ruler. I hope that we both can gain from this experience. And allow our nations, to run side by side. Also, I would like to commend you on your similarance in ideas, as far as facilities that I am sure are running in your nation as I sit here at my desk typing this vary note.

Hallash was just beginning to shock the man's intestines for the fifth time when a cloaked Inquisitorial guard walked behind him. He muttered at Hallash's side.
"Sir, message recieved from Syn Theveria of 'The Anguish.' He accepts your offer."
Hallash put down the electrodes he was using. He stood for a moment, gazing off into space while the prisoner squirmed below him. Then he slowly turned around.
"Bring in one of the trainees to finish up here."
"Of course."
The guard stalked off, his black RVSAC-102 bouncing on his back. Hallash glided away and traversed the building to his office, where he began to form a responce.

I am glad to hear that you are willing to share your thoughts and ideas in this area. Down to business, then. Is there any particular place that you would prefer the meeting to be held? If we hold it here, I can guarantee there will be more than sufficient security. It seems that many foreign people see our business as deranged and would like to bring about our ends. However, our guards are extremely well-suited for handling any situation short of an all-out war.

"Excellent." Hallash began to arrange a meeting time and location, then made sure he had enough units to allocate to the task of security. Inquisitorial Guard were a different organization from the other military organizations of SAVX, so he had virtual full control over them. Their black atire and vehicle paint, as well as the SAVX Inquisitorial seal branded everywhere on uniforms and armor, signified their allegiance more than enough. The only other military group with black paint in SAVX was the Demon Death Squad.
Hallash looked through the listing of Inquisitor buildings across SAVX. "Which one..." His eyes landed on the torture facility Plot-Zeta located in a more temperate region in the Totsandufer Wasteland. That would be perfect.

We will arrange for your arrival at the Plot-Zeta Inquisitorial base. Coordinates are enclosed with this message. The meeting will be held in two days at 1200 hours. There will obviously be refreshments, and if you request any other accomodations, we will look into obtaining them.

Two days roll by:
Syn boards the private jet surrounded by military bodyguards wearing their urban fatigues. Once takeoff was complete, Syn began settling in. He noticed that they had crossed into international waters, as he saw trade boats and other various ships spotting the water in a random way such as the spots on a dalmation dog, completely undecided.
A few hours later, 1130 hours, Syn arrived at the air strip then got into a black SUV along with three guards, they then traveled for an half hour. They arrived at the destination, to be greated by guards outside of the facility.

The guards recognized the visitor right away. They had been briefed about the arrival. They knew this had to be an important visit, as Grand Inquisitor Mular Hallash had arrived just a few hours beforehand.
The attire of the soldiers was standard Inquisitorial Guard wear: a black cloak, covering the Mk. II Combat Armor that the soldiers wore. The cloaks had a large Inquisitorial seal on the backs, and the guards openly wielded RVSAC-102 Carbines. One of the guards, with extra markings on his cloak, stepped forward.
"Welcome to Plot-Zeta, Syn Theveria. Our lord awaits you inside. Follow me, please."

Hallash walked out into the hall just as the group arrived. He bowed.
"Welcome, Syn Theveria. I hope that our meeting goes well. Please, follow me."
He turned and led the way to the meeting room. The guards fell back a bit, leaving a gap between themselves and Theveria in an effort to show their relative level of trust. This was a meeting that would involve openness and cooperation, and it had to start like that with even simple things like escort.
Syn Theveria stepped into the room, approached a table that he assumed they shall be sitted at, in any moment. He look at the guards, as the look of their body language hinted fear, but he continued his much appreciated walk to the table, at the far end of the room. He then spooted Hallash.
"Alas, we meet." Syn said with a grave expression, allowing friending, but with a remimder of what a powerful man bestowed in front of Hallash.
He then replied "Welcome, Syn Theveria. I hope that our meeting goes well. Please, follow me."
Syn then realized what he perceived as a the table of their presence, was infact the table of another cause, and followed Hallash into a seperate room, seen was no other guards, as in the hallway.

OOC: Sorry about the delay. I've been really busy.
Hallash sat down in a black leather chair that sat across from another, separated by a large oak table. An aide sat a couple feet away with a laptop in a less elegant chair. He would transcribe notes for the Grand Inquisitor. He motioned for Theveria to sit in the other chair. Guards stood at the four corners of the room, effectively acting as mere furniture.
"Lord Theveria, I believe we can begin. Would you like to share first?
Syn, seated himself in the rather elegant chair presented before. The chair that he sat down in was in the presence of a beautiful red oak table, that appeared to be hand built and done so in a rather extensive period of time. None the less he gesticulated with his hands to Hallash, with an opening movement as to represent the beginning of a meeting, and an opening to what he was about to say.
"I would like to open with conversation of policy. I am wondering of your views on how you use your facility, on who, why, or in what means. First off I would like open the floor to you to explain the reason's on why you use facility, mainly, what was done to place the individual in you facility in the beginning."
He then looked Hallash in the eye, awaiting a response.

Hallash nodded slowly.
"Of course...to begin, the Inquisitorial branch of our government has only one purpose: intelligence. Our lives are for the Führer and the nation, and we do all within our power to achieve the desires of him and the populace. Sometimes we will collaborate with the neogestapo in severe punishments for some criminals. Those cases are rare, though.
Primarily, we facilitate the removal of information from insurrectionists, terrorists, criminal extremists, and common criminals who happen to have a tight mouth. Our means are varied. Psychological torture is the most common. Most people break after a few days of this. However, if not. We start moving into physical torture. First we start with little things. Things that don't maim or otherwise seriously threaten the victim; just enough to cause prolonged agony. If they still don't break, we move into far crueler methods.
All Inquisitors undergo extreme psychological conditioning to handle the extremities of their tasks. All undergo regular psychiatric reviews. Interrogators undergo even heavier conditioning and more frequent checkups. We do this to ensure the safety of others and the proper interrogation of the prisoners.
Prisoners are sent here if they're percieved as strong dangers to the nation, but with hidden information. We acquire that information. We can also bring about the slowest, most agonizing executions in the Federation...something reserved for all but the worst of scum.
What about your own policies? Your own means? Reasons?"
Hallash leaned forward ever so slightly and cupped his hands in a thoughtful manner as he prepared to listen.
Syn, then nodded as he planned to agree with his words he was speaking. He replied with:
"Yes, We believe in using our facility as a means of international conflicts, we do not use it on people in our nation for crime reasons, unless treachery is the face of there charges. We use it on the utmost and dangerous people that meant harm upon our nation."
He then looked at him across the table, asking for a glass of water, then continued.
"We also have two levels of our compound, the first floor is for 'minor' affenders, where treatments, although extreme, are not as bad, and death is assured quicker. The second level is where you wish never to go, it will in many cases require revitalizing captives, to ensure they're suffering."

One of the Inquisitorial guards put a drink on the table soon after Syn's request. Hallash cleared his throat when he finished.
"It would seem that our organizations share similar policies. Tell me, how do the people of your nation recieve the notion of these facilities?"
"Ah, but that's the beauty of it, people from my nation are not sent to this facility, at least 9 times out of 10. The people sent there are usually foreign people, because of acts against our nation in an entirety. The only people sent there from our nation are peope commiting treachery and a crime against our nation, such as suicide bombers."

"Yes, but what I mean is, is your public aware of the existence of your facilities, and if so, what is the general reaction? Here, for example, since only enemies of the public, whether foreign or domestic, are imprisoned in our facilities, the public is generally supportive due to their ideology of how the nation should be run and protected."
"Ah, I see now. The general public doesn't know about it, in general. If the public knew about it, most likely would not be a great outcome. Therefore only military of high importance knows of this facility."

Hallash snapped his fingers and a guard brought over a drink for him. He took a small sip, then placed it on the table.
