To remain entirely isolated from diplomatic contact is a foolhardy act at the best of times, but these are very, very, very far from being the best of times. With a war starting every five minutes, the world has never been more violent.
As a peaceful nation, we have an incredibly small percentage of people in our military, and that percentage shrinks every year. We currently have approximately 30,000 people enlisted, with at least 13,500 of those being unarmed humanitarian personnel, for our various global operations. Using antiquated equipment, the small numbers of armed, trained troops we do have are very good, but very under-funded. At this time, the Ministry of Defence is making plans for something akin to a 'territorial army', called the 'Mattikistan Voluntary Defence Initiative'. However even then we will be constantly vulnerable to psychopathic leaders who use violence as a tool.
At the same time, we are bound by constitution not to form any alliances, for alliances can and frequently do drag a nation into war. Embassies, on the other hand, do not necessarily mean alliances. Thus we are going to allow minimal embassy exchanges with any who express an interest. Limited means that under no circumstances are armed personnel to be present within our around said embassy, and under no circumstances does said embassy bring our nations any closer to an alliance. The idea being, if we can establish decent relations with as many nations as possible, we will not need an army anyway.
Regardless, the offer stands. Note that all weapons are illegal within Mattikistan borders. Any embassies found with weapons of any kind will be ejected from Mattikistan without discussion.
