To any and all nations housing splinter cells of Terror of The World:
"You are currently aiding and abedding known war criminals. We have no quarrels with many, or all of you. We do not wish to cause your nations any harm, but should the need arise, we will do our sworn duty and rid the world of the murders known as Terror of the World.
"By housing these splinter cells, you are classifying yourselves as war criminals, and may be held accountable for their actions. Please surrender these splinter cells and spare valuable soldiers' lives. You have twenety-four hours to do so. If you follow through with our requests, your charges of aiding and abedding will be overlooked. Our requests are in the best interests of peace and safety.
"Our forces are superior to many nations nowadays, and newer and better weapons continue to emerge from our shipyards. We pray that we do not have to test them on you. Once again, we respectfully request that you surrender these terrorist cells, or reveal their locations, and save yourself from the wrath of the combined forces of those who vow to bring peace to the galaxy."
