The second set of tests is involving long tubes, about 400 miles long. Inside the tubes are turbines that are turned based on the air pressure and temperature differences between the ends. One 2 x 2 tube that was 400 miles long produced enough power for a town of 25,000.

However, the second idea seems promising, but far-fetched. We will pay 10 billion dollars for all the technology you have currently, and buy the rights to develop the system, taking off this financial burden off your hands. Hadula will be willing to share the technology with you after our competen Hadulan engineers and architects have designed a more practical system than you suggest. Our country is known for its grand engineering and industrial projects, and we will greatly improved upon this rough sketch offered.

We are willing to negotiate the terms.

The prisoners are paid depending on how fast they go. Their average speed for an hour times five is the standard rate of pay.

We will only share the technology with investors, we will not sell the rights of production.

New methods of producing electricity? pah, you should at least research something a little bit on the weird side (though prisoners on bikes... nice touch)... like... oh, I don't know, research into the paranormal and psychic abilities... or maybe the use of hallucinogens in psychological warfare or interrogation...

We've got a man in Paztrom who can bend spoons, y'know...

But of course we'd never use anything like this except for good, now would we?

A new tube has been constructed. It is 500 miles long and 10 feet wide. It can provide enough power for 1.5 Million people. There are 5 aluminum blades seperated by 100 mile intervals. One of these costs $4 Billion to construct. Each country that invested will be given one for free, pre assembled. The maintenance cost is almost nothing.
