The Tu-260 was created in response to the Hypersoar program. It is a unique bomber that can attack any point on the globe and depending on fuel and payload, it can return to it's home base without the need for refueling. Tupolev industries says the craft can reach speeds up to Mach 8.9, but a leaked document claims it can go up to Mach 10. The aircraft works on the same principle as hypersoar, it skips like a stone from the atmosphere to outside the atmosphere, avoiding friction problems while still being able to use scramjets.
The project is close to completion.

oh come on you can't ignore this!
unmanned becouse you dont want the pilot puking while hes "skipping". L01!
seriously, unmanned becouse there isnt as much pressure so the pilot can think of things faster to avoid bieng shot down. also there are no lives at stake(except the enemy's) when you bomb. also, the pilot is unable to black out becouse he's not in the plane itself.

none of those will work (well, maybe photon beams but I'm modern - 2020 tech).

Secret IC:
An unmanned small scale model prototype was tested today. It flew at Mach 3. The next step will be to build a larger scale model which will break past the atmosphere and ultimately, build the real thing.

actually, i was reading up on the hypersoar page on global security and it says that the pilot would only feel 1.5 gs, becaue the angle of ascent is only a few degrees.

How are you going to launch this craft to achieve the required speeds to ignite the scramjets? Disposable rockets? Fixed on jet engines? Both of which will add weight and in the case of rockets enormous costs increases. If it's unmanned you may end up with control issues, just like other UAVs, you'll still need someone on the ground to fly the craft by remote unless you go down the pre-programmed method and that would be risky when it came to landing.
