Sarzonia begins embassy exchange program

The Incorporated States of Sarzonia hereby announces that it wishes to establish embassies in other countries and have other countries establish embassies in our capital, Woodstock. We have a beautiful section of Woodstock devoted to embassies called Embassy Cove. We also have space reserved in a nearby suburb, Saugerties.

Anyone who would like to exchange embassies is invited to contact my Senior Vice President for External Affairs, Mr. Mark Lorber, to begin the process of establishing your embassy.

[OOC: I'm going to TRY to post a list of countries who already have an embassy. I'm likely going to forget a lot of people, so if I do, please post here. Since some people RP with names of ambassadors, if you have a name for either your ambassador to Sarzonia or my ambassador to your country, feel free to post that (for instance, if I gave you a name and I forgot it).

[OOC: Lorber is basically the Sarzonian secretary of state/foreign minister, but he's above the cabinet officials, who are vice presidents. It's a slightly more corporate structure than what the U.S. has.]

We would prefer it if the delegates could fly to the capital city's airport, Andre City International Airport.

Meanwhile, at the ACIP, 7 delegates and 21 Party members selected to become embassy employees boarded the KN-12, with personal orders from Witzenberg not to screw up and face the consequences. The Air Traffic Control Tower gave permission for flight AHG-117 to take off and the aircraft sped off down the runway heading for the Woodstock International Jetport in Sarzonia.

His Omniferocity has authorized the building of Embassies on Amida Island- the only port of entry to the Dominion. Travel outside the diplomatic compound must be escorted by EOE Internal Security personnel.

His Omniferocity's rules for Diplomatic personnel and stations are as follows:

1. Embassies are considered to be extraterritorial. EOE personnel may only enter with the permission of the Ambassador.

2. Embassies are responsible for their own security and law enforcement. Embassies are permitted a small armed force to accomplish this. No foreign nationals may carry weapons outside the Embassy compound.

3. With the exception of the Ambassador and five members of the Embassy staff (chosen by the Ambassador) who will be granted Extraterritoriality, all Embassy personnel are subject to His Omniferocity's law outside the Embassy itself.

4. His Omniferocity reserves the right to expel any and all members of any foreign government at any time, for any reason. With the exception of active hostilities between EOE and the government in question, any personnel so expelled are secure in their persons and personal baggage until after they have been removed from EOE territory (in other words, if we expel your Ambassador, he still has diplomatic immunity until he leaves EOE territory).

5. Diplomatic security outside of the Embassy compound is the responsibility of EOE Internal Security personnel. No foreign personnel are allowed to travel unescorted within EOE territory. All foreign nationals employed at the Embassy who object to this are free to live within the Embassy compound.

6. Each Embassy compound is permitted one- and only one- satellite communications station within the Embassy compound. Communications carried on this system may be encrypted or employ any other anti-intrusion measures the Embassy personnel consider prudent. All other message traffic must go through public communications circuits or be carried in the Diplomatic Pouch.

7. Messages between the Embassy and its parent government may be carried by one of the Embassy staff with Extraterritoriality in a Diplomatic Pouch- which may be no larger than a standard briefcase. This pouch will be secure against any search beyond external sensors. For safety reasons, the briefcase must be transparent to X-rays. Any anti-intrusion electronics within the briefcase must be demonstrated to Internal Security personnel before the establishment of the Embassy. Any subsequent changes to anti-intrusion electronics must also be demonstrated to Internal Security prior to its use being permitted within the Diplomatic Pouch. If any electronics within the Diplomatic Pouch do not match the X-ray signature of the agreed-upon system, the Diplomatic Pouch will not be permitted entry. Embassy security personnel are permitted unrestricted access to the Diplomatic Security screening station before, during, and after the Diplomatic Pouch passes through to ensure that EOE is not attempting electronic breaching of the Diplomatic Pouch.

8. Embassy personnel will be permitted to communicate with citizens of the Embassy's government accused of crimes within EOE territory. This communication will be monitored by Internal Security personnel and is not considered privileged information. His Omniferocity reserves the right to restrict any such communication in the event (in the opinion of Internal Security) it may jeopardize National Security.

9. Each Embassy will be permitted to import two non-military vehicles for use by Extraterritorial Embassy personnel. Diplomatic vehicles will be considered part of the Embassy compound when in use by Embassy personnel with Extraterritoriality. Prior to entry, any such vehicle will be thoroughly inspected by a team from the Ministry of Internal Security in the presence of Embassy security staff. All equipment installed in or on the vehicles will be demonstrated to IS personnel. Any additional equipment installed subsequent to approval must also be examined by IS and its purpose demonstrated. Diplomatic vehicles will be examined at random intervals agreed to by the Ambassador. Any alteration to the agreed equipment will be considered a violation of the Diplomatic Agreement. In the event of a suspected crime or threat to National Security, the vehicle and its occupants will be detained in place while His Omniferocity's government requests access to the vehicle from the Ambassador. Failure to grant such access will constitute a breach of the Diplomatic agreement. Under these circumstances and in the absence of a state of war, the Embassy may send Security Observers to ensure that the vehicle is not searched or entered by EOE personnel as it is destroyed in place. The remains of the vehicle will be returned to the Embassy once destruction is completed. The Embassy will be closed and all personnel expelled once this is completed. The destroyed vehicle will be permitted to leave with the Embassy staff.

10. Any Embassy personnel engaging in espionage will be summarily expelled (if granted Extraterritoriality) or executed (all others). Embassy personnel who escape (or attempt to escape) the supervision of their Internal Security escorts will be assumed to be engaged in espionage.

11. No Embassy personnel are permitted to depart Amida Island for any reason other than to leave EOE territory.

Nations desiring diplomatic contact with His Omniferocity’s government must agree to these conditions prior to the establishment of diplomatic relations.

Some of the embassy threads were old ones that were bumped. I decided to add mine since I wanted 1) to increase the number of countries I had a relationship with and 2) see how many countries I already had embassies in and had embassies in mine.]

Our ambassadorial team and 80 armed personnel are currently departing Talthia. They should arrive in Sarzonia shortly.

A few of our embassy ground rules:

1) We will not grant full diplomatic immunity to any of your diplomats. We will be able to grant your ambassadorial staff partial immunity; for any minor infractions of our laws, we will be flexible to those persons.

2) You may provide security within your embassy with armed forces. You will be allowed up to 80 soldiers within the embassy and none of those soldiers may leave the embassy grounds whilst on duty. These security personnel may be armed with any weapons that; do not rely on concentrated explosions as an offensive mechanism, (no rocket or grenade launchers) and that are hand held and not mounted. Traditional grenades will not be allowed, but tear gas, smoke and stun grenades are fine.

You will not be allowed to house any artillery, aircraft etc but we would be willing to provide you with any vehicles you may require within reason. The only exception to this ban on military vehicles will be two unarmed helicopters and one unarmed armoured car.

3) The embassy will be regarded by us as your sovereign land and will be treated with the respect it deserves. However, your embassy will have to be open to our government at all times provided your ambassador is agreeable to their arrival.

I hope these rules are okay with you. We of course would follow the same rules.

He requires 2 guards and if possible we would like to be within 2 miles of a SAM battery. (most NQP civilians know where their local missile defence site is, its equivalent to your local pub in terms of frequency and locality).

We will prepare an embassy in the heart of our capital city. Your embassy may have up to 30 armed guards and again, will be less than 600 metres from a SAM battery (as all of NQP tends to be less than a couple of miles excepting really rural areas). The crime rate is especially low in the area he will reside. All our embassies are near the train line which has a direct train to the airport. Trains to our ports (to reach the other five islands that make our nation up) run regularly. We will look to your ambassador at any point where we need contact with your government of an importnat but not urgent nature. We also hope to show him some of our glorius nation.


We look foward to this exchange and hope that both our governments can benifit in the knowledge they have of running a country from this endevour.

On culture, Parthia is defined best by the faith of the nation, Zoroastrianism. Though diplomats are welcome to exit their embassy for unofficial purposes, one should keep in mind several taboos most Parthians have. Firstly, Its best to not enter Zoroastrian Fire-Temples, there is a procedure required for people who don't belong to the faith to enter and its really best not to enter at all. Parthians are also quite conservative politically, and debating about politics publically is not considered proper except in coffee shops and hookah bars (both of which are popular in Parthia). Otherwise, most things are pretty westernized, so there are no real issues.

There is one procedure for diplomats however that may cause some problems. When Parthians are in the presence of the Shah in his throne room, one is expected to bow deeply upon entering and to avert one's eyes from the Shah. In other situations the latter part is unessesary.

"You know," Sirzan Aktei, Soon-To-Be Godulan-Sarzonian Diplomatic Consul, mused, "the chances of crashing in a Godulan airplane such as this, especially on a day with weather nothing short of perfect, are virtually nil. Less even than the chances of you getting your head knocked off by a meteorite made of pure gold whilst getting eaten to death by a horde of demon clowns."

"Kuh... key... keyword 'Virtually'!" issued out from the mound of blankets.

Sirzan turned to one of his attendants and whispered: "I'm ALMOST tempted to go up to the pilot and ask him to say something about a piece of the wing falling off... just to see what our gopher will do."

The attendant chuckled. "Its unwise to provoke the unstable, sir."

Ladies and Gentlemen, we're approximately 20 minutes away from landing at Woodstock International Airport in Sarzonia. YES, there is a giant peace-sign on the runway...

"I KNEW IT!" came a random voice off in the distance.

Please return all dinner trays in their upright and locked positions, as you can see, the seatbelt light has been turned on, and passengers are asked to return to their seats and fasten the aforementioned seatbelts...

The plane landed in a supremely normal manner, which caused raucus applause from everybody except for the formerly covered marine, who had fainted dead away when he saw the ground rushing up at him in one of the windows.

After a few minutes of taxiing around the airport and giving the middle finger to another airplane that tried to cut them off, everybody departed the airplane and headed into the terminal.

As for a Sarzonian Embassy in the Republic, Number 3 Military Row has been chosen as a suitable area for a country of your size and reputation to have an Embassy. Military Row is an exclusive Diplomatic Area seperate from the original area, Dowland Square. Each Embassy is allowed upto 50 guards armed with nothing more than assault rifles, two armoured but unarmed vehicles and a single unarmed helicopter for the helipad situated at the top of the Embassy. Your Embassy, as all Embassies in Military Row have, will have its own company of Infantry for its protection, on call at any time.

Assuming that you agree to regulations no more restrictive than those I listed in my Embassy thread

If your government does not agree to these minimum terms, then the Dominion will not send diplomatic personnel to Sarzonia. Regardless of whether or not EOE diplomats are sent to Sarzonia, your diplomatic personnel will be welcome in the Dominion under the standard Diplomatic Agreement (listed in the link). You may establish a Sarzonian Embassy or use the UWP Embassy.

Long have the people of Novikov desired a diplomatic relationship with the influential powers of this world, yet internal strife has prevented such relations until now.

Long has Novikov stood alone on the world stage, representing herself. Our embassies and halls of foreign diplomats are empty, and our allies continue to disappear following the breakdown of the second IADF. In such a situation, Novikovian diplomats are readily seeking friends in this tumultuous world.

Novikov has had minor dealings with the people of Sarzonia in the past, but we desire to build upon these relations and enter into a lasting diplomatic relationship with the great state that is Sarzonia. As such, we offer any Sarzonian diplomat free access to Novikov and lodging within our embassy system.

Our embassy system consists not of a variety of embassy buildings but rather a series of free office buildings and quarters in which to house foreign diplomats of whatever nation wishes to negotiate with the Novikovian Government. Sarzonian diplomats will be given the same treatment.

UNIverseVERSE Embassy Delegation and Building Details.

The Embassy itself is located on a 1-acre plot of land (defined as 210 by 210 feet) surrounded by a 10-foot high wall, topped with barbed wire, and with a walkway 8 feet up on the inside. The wall is 8 inches thick, and made of reinforced concrete. In fact, all exterior walls in the Embassy are 8 inches thick, and reinforced concrete. The main embassy building is building is 70 feet by 70 feet, and is 3 stories tall, each of which is eight feet in height. The roof of the embassy building is flat, and is surrounded by a 3-foot high wall. This building is situated in the northwestern quadrant of the embassy grounds, with its southeastern corner on the central point of the embassy. In the northeastern quadrant of the Embassy grounds there is a helipad, 60 feet square, with its centre in the centre of the northeastern quadrant. The southeastern quadrant contains the barracks for the guards (100 beds in 10 rooms, with latrines.), a mess room, a swimming pool, and a gymnasium. In the southwestern corner there is the main entrance (in the western wall) and a garage for parking of vehicles. The remainder of the grounds is smooth lawns and box hedges, with a driveway leading from the garages to the entrance, and gravel paths. The entire grounds is to be illuminated by arc lamps at night.

On the Embassy Grounds there is:

- Living on the Embassy grounds are these personnel, including the Ambassador, however, maids, cooks, and so on, are hired locally:
o One Ambassador. He is there on a ten-year term, and has his family with him. Allocate 4 bedrooms and an office.
o 30 Ambassador’s assistants, secretaries, and aides. They are there with their ambassador, until he is either brought home or he sacks them. They will also have their families. Allocate 4 bedrooms and an office each.
o 100 Diplomatic Defense Department Personnel (DDDP). 90 are equipped with a slightly modified HK G3 SG1 (the fully automatic fire mode has been removed), and the other 10 are equipped with SPAS-12s (2 each, one is chambered for less-than-lethal ammunition (beanbags)). All are equipped with a Steyr SPP. They do not have standard fragmentation grenades, instead being equipped with non-lethal grenades,
- Stockpiled on the Embassy grounds, in a reinforced concrete bunker under the barracks, are:
o 200 rounds of 5.56mm NATO ammunition per G3. (10 of which are blanks)
o 200 non-lethal rounds of 5.56mm NATO ammunition (rubber projectiles) per G3. (10 of which are blanks)
o 80 rounds per non-rechambered SPAS-12, one heavy slug and some buckshot.
o 80 ‘beanbag’ rounds per rechambered SPAS-12 (generally non-lethal)
o 400 rounds of 9mm Parabellum ammunition per SPP (20 of which are blanks)
o 20 Flashbangs per DDDP member
o 20 Tear Gas grenades per DDDP member.
o 200 FN Five-seveNs, each with 200 rounds of ammunition.
- On the Embassy, by way of vehicles, there are:
o 2 lightly armored 12 seat limousines, painted in gloss black
o 4 unarmored sedan cars, painted in gloss black
o 1 Black Hawk helicopter, unarmed
o 2 modified M3 Bradley IFVs, with no weaponry.
o The Ambassadors private car – commonly a Rolls-Royce Phantom

The Embassy is to be a three-story building, with a different main function on each floor. On the first floor there is a dining hall (seating 100), a kitchen, 4 large conference rooms, each with a long table to seat 20, a computer projection system, chairs, etc (we will bring in the furnishings), and 10 smaller meeting rooms, which have room for a table seating 10 people, and some spare room. The main door of the Embassy is in the southern wall, and is a large double door. The second floor contains the offices of the Ambassador and his staff; thirty-five is the conventional number. Also there is a small kitchen for serving drinks and light snacks. The third floor has the bedrooms of the permanent Embassy staff, each with an en-suite bathroom. The interior decoration and furnishings of the Embassy will be done by UNIverseVERSian workers.

I find it curious that while our two nations are so close, we have not exchanged embassies up to this point. I propose we rectify this oversight post haste. The Imperium proposes to build, at a site of your choosing, a facility large enough to host a senior ambassador, his family, and a large staff. Also, for the sake of protection, the embassy should be able to garrison two squads of mechanized infantry, their infantry fighting vehicles, a main battle tank, and a tracked mortar carrier. A small garrison of guards, an unarmed transport vehicle and two transport helicopters can be housed inside the embassy with no difficulties. Residences for your embassy personnel shall be taken care of.

A lengthened flag pole will not be provided by the host nation and should be obtained by the embassy staff if desired. Poleski has a small but productive flag pole industry, so this should not arouse any difficulties.

Poleski is a modern nation and apart from a different language and minor different cultural customs, which I am sure that your diplomatic staff will hasten to make their own, we do not differ greatly from other civilised foreign entities.

Our legal system is essentially similar to that found in the former US, although privacy rights are greater, gun laws are a bit stricter, and smoking is banned in most restaurants (if you are in Delaware or NoVa, then no, but otherwise, a ban is in effect). We have no legal constitution, although we intend - in the distant future, when we have the strength to make our view a reality - to reestablish the US and its Constitution. We do have a 'Provisional Governmental Structural Document' that provides the same basic rights that the Constitution did, but within a parliamentary system.

Culturally, we're fairly moderate, although we can be a bit rude at times, especialy given the commonly held view in our nation that we are the United States, not merely a small part that no longer even maintains the old system of government.

We are providing your embassy's staff with diplomatic immunity for misdemeanor offences; felony offences are the standard ones (murder, rape, espionage, grand theft, etc). We will also provide your diplomatic team with a more thorough guide to our nation, its customs, its laws, and its culture.

Thank you for arranging the consulates for us.

We are just now coming out of a civil war that was
the deadliest conflict since World War II. The country's
pretty much a wreck, so it's going to take a lot of work
for us to get on our feet. Recently, Lt. Gen. Mobutu
came to power in a bloodless coup and established a one-
party state (only for the time being, so we aren't divided
by tribalism, etc.). President Mobutu has said that he will
revive democracy once things stabilize, though. I hope this
