Strict new laws could be passed by the Imperial Parliament soon to crack down on poor spelling, grammar, and the use of "deviant" sub-languages, including "Txt" (Text) and "1337" (Leet) Speak.
Under a new law presented to Parliament this morning, it would become a Criminal Offence to:
-Make or Display a Sign, Advertisement, Placard, or Billboard containing Spelling Errors or Grammatical Errors, and/or employing Text or Leet Speak words, phrases, letters, or numbers (ie "U" instead of "You", "4" instead of "For", etc)
- Publish or distribute an Advertisement, E-mai,l Flyer, Pamphlet, Poster, Newsletter, Publication, or otherwise communicate in a manner containing Spelling Errors or Grammatical Errors, and/or employing Text or Leet Speak words, phrases, letters, or numbers. This includes TV and Internet ads.
- Encourage or promote the use of poor spelling, grammar, or deviant sub-languages in any way, shape, or form
Exemptions are provided for "Satire, Comedy, and Political or Social Comment", use between private, consenting individuals, and communications or publications originating outside Roycelandia that have not been published offshore with the intent of avoiding these laws.
The Bill will be debated by Parliament and a Vote is expected at the end of the month.
In the meantime, the Imperial Government is calling on submissions from interested parties to hear their views on the matter.

The Bill's Second Reading in Parliament was, to employ a tactful euphemism, "Colourful".
Many Members condemned the Laws as being a blatant breach of the Constitutionally guaranteed Right To Free Speech. They were informed that limits already existed on Free Speech, and that bad spelling and grammar were not covered under the constitution, and that The Emperor was free to do whatever the hell he likes in the law-making department anyway.
The Member for Coral Palm Island was most vocal in her opposition to the proposed law, referring to it by several terms not repeatable here. She was warned by the Speaker Of The House to moderate her language, at which point she suggested the Speaker Of The House insert his head into the anus of a deceased horse.
She was at this point ejected by the Speaker, and the floor was given to the Member for Kenya, who spoke at length in favour of the law and advocated "A jolly good bashing" for the "illiterate peasants, idiots, scum, and undesirables" who would deliberately flout such a law.
The Member for The Sudan respectfully disagreed with the Member for Kenya's remarks on several key issues, and then added that his comments could also be applied to "The horse he rode in on, too".
The Member for Uganda called for calm on the situation, saying that whilst Government Documents and the like should be within certain "Manner and Form" provisions, what private citizens did should be no concern of the Imperial Government or His Majesty. He was denounced as a "Communist Lefty" by the Member for Glimmer Twins, who was in turn denounced as the sort of person who probably liked to engage in carnal knowledge with livestock by the Member for Uganda.
The Member for North Terristan supported the new laws, saying they were "Well overdue", and also suggested more funding for the Empire's Schools, Universities, and Education Facilities, a motion that was passed unanimously by all present.
The Member for Roycelandian New Guinea told Parliament that the New Guineans were having enough trouble with English as it was without adding new laws, and proposed an Amendment for anyone who spoke English as a second Language. This amendment was accepted, subject to strict limitations to prevent its exploitation or discrimination.
The Emperor himself was not present at the Debate, having earlier stated his desire for the Law to pass, but leaving the details to the Citizens (via their elected MPs). The Speaker Adjourned Parliament for a week to allow tempers to cool and more information to be gathered.
Meanwhile, permission has been given to Al-Sabir to use our Spelling and Grammar Laws in whichever form they see fit.
Citizens on the street are baffled that a law against bad spelling and the like could possibly lead to war, but several were of the opinion that "Anyone who can't communicate in clear English is to be pitied. And punished for annoying the rest of us. Unless they're a big country, in which case they can do what they like."
Imperial Guardsmen on Duty outside the Imperial Palace were rather keen on the idea of a Spelling and Grammar War, saying "We've invaded countries for stranger reasons", and "Those Foreigners should get with the times and speak English. Even if we have to make them. Or just swamp them with movies and magazines and TV shows in English until their eyes bleed. Both are good."
Toys R Us have no branches in Roycelandia, but should they wish to open any they would be required to change their name to something grammatically acceptable.
More news as it comes to hand...

It seems to me that if you don't teach your offspring to pork frobbily, they ain't never gonna. Or so to speak. Or is that talk properly? I can never remember. Anyway, you should privatise your education system. They don't let kids fail then -- it's bad for business. I'll never understand you anti-Economists and your desire to make things unprofitable...

Awfully glad you're stamping-down on the bad language, what? Things are getting out-of-hand, old-boy! Any little tinker thinks they can invent their own words now, it seems. I say no! No more inventions of silly words like 'wow', and 'innit'. What's the world coming to, I ask myself! Well, what is it coming to?

The new Law has been passed by the Imperial Parliament, after His Majesty called an Emergency Session and told the Members they weren't leaving until they made up their minds one way or the other.
Civil Rights groups have made their usual complaining, and have received the usual mass ignore they get from the general public when they complain.
There will be a 3-month "Grace Period" during which the Police will only issue verbal warnings to offenders, allowing people to "get used" to the new Laws but after that the full force of the law will be upon anyone who breaches it.

How about short hand? I mean no one moans about that, because secrataries use it rather than 14 year olds. This is ageism! Sheer ageism I say! Let the English language evolve naturally. Ok let's stop inventing new words and go back to speaking Latin.[/rant]
Roycelandia
29-08-2004, 14:36
The Imperial Government wishes to remind our friends, well-wishers, and nations we don't wish any specific harm upon that the new Law only covers the use of "non-standard language" or spelling errors in a "public sense".
In other words, it is not illegal under the new law to send a message to a friend's cellphone in txt. It is, however, illegal to post a website with txt and leet abbreviations in place of actual words, for example.
Similarly, it's illegal to have a sign in your shop window that's mis-spelt, but it's not illegal to have spelling mistakes in a letter you send to a friend.
Official Roycelandian Policy is to discourage the use of Latin for being "Boring", according to His Majesty.
OOC: I'm glad someone's finally twigged that Roycelandia is a very offbeat country! It's quite hard to RP a country that is almost, but not quite, self-aware...
Praetonia
29-08-2004, 14:40
OOC: There isnt anything that makes Latin any more 'boring' than English, coming from someone who was forced to learn it. Not that it matters in an IC sense...

"Fuck, I neva heard of this Royceland whateva shit, but what the fuck are those bitches smokin? Man, I know it can't be as bad as what I'm sniffin." He took a drag from his large joint.
"But really! How the fuck does some shit like me get in da country if I can't even say shizzle!" A homless man dragging along a couch came by the interview. Junnktopia was really a Junnktopia. Je-Icie shifted in his blue seat, cotton falling out of it.
"Je-Icie, What would you say if a tank came rolling in here because of what you said today?"
"WHAT THE FUCK!" He took another drag and the screen went black.
"Junnk News Bitches!" Said Je-Icie, spelling out the words Junnk News in big bold gold letters.

Does this bill go so far as to include unnecessary capitalization?
Roycelandia
30-08-2004, 06:37
Nope. And "Unneccessary" is relative. Have a look at an actual Act of Parliament from a Westminster System Country someday- a lot of words are capitalised that normally aren't. It's too complicated to get into here, but it is correct to have those words capitalised in the post I made.

The Imperial Roycelandian Government is extremely gratified by the zeal and enthusiasm shown by our fellow Nations in the fight against poor spelling and grammar.
The Stupidity Gestapo have requested additional resources to fight the recent plague of deviant language use, pointing out that the "n00b Division" needs expansion and better funding if the battle is to be won.
Meanwhile, a 19 year old male has been the first person charged under the new laws, as he was apprehended spraypainting "Fuk U Pigz" on the side of a convenience store in Kingstowne.
He appeared in the Kingstowne Magistrate's Court and was fined $1500.
Several Community groups disagree with the "Harsh" sentence, but the Imperial Attorney-General has defended the Magistrate's sentence, pointing out that the youth was also illegally defacing private property. "Besides, if he chose to skip school and not learn to spell properly, that's his problem. Bad Spelling, Poor Grammar, and Deviant Sub-Languages WILL be crushed in the Empire. Anyone who has a genuine learning disability will be given all the free help they need, but the rest of the population can just get used to it. Get a spellchecker or employ someone who can spell properly."
Coral Palm Island has refused to recognise the legislation, and the Minister for Imperial Affairs has been despatched to the Colony to force the issue and end the impasse.
We applaud Roycelandia's actions. Bad Grammar/Spelling is something that must be stopped.
