Report On Humanitarian Crisis in Azerbaijan

The Armenian Foriegn Intelligance commitee has published a long awaited report detailing the worsening humanitarian crisis in Azerbaijan. The report itself is two hundred pages long, and details both cases and causes of this problem.

Due to the removal of powerful Soviet Checks, the Azerbaijani economy has continued at a pace which it's resources cannot support. Scientists now consider the Abseron Yasaqligi (Apsheron Peninsula) (including Baku and Sumqayit) and the Caspian Sea to be the ecologically most devastated area in the world because of severe air, soil, and water pollution; soil pollution results from oil spills, from the use of DDT as a pesticide, and from toxic defoliants used in the production of cotton. This has resulted in unknown Azeri deaths, but also the exported pollution has 'exported' accross the border, with the Health Ministry estimating 15,000 Armenian deaths last year due to Azerbaijani pollution. Should this continue, it will pose famine risks for not only Azerbaijan, but also for the entire Trans-Caucus.

Crime continues to plague society, with powerful syndicates organising Prostitution, Ransoms, Murders and drug trafficking. With such an unstable society, well over seventy percent of the population is below the poverty level.

This situation requires force to solve, yet following the 1994 cease fire, the Azerbaijani army is in a state of collapse. Without proper training or equipment, roughly conscripted forces are in a near state of anarchy. This situation is both deplorable nor sustainable.

Action must be taken.

OOC:The Red Tide Mafia(known for their sneakiness, brutality, and arms dealing) operates in Azerbaijan... sometimes they are hired by the Red Tide goverment or one of its major corporations as representetives for buisness deals... most of the time they run buisness there for their own profit... and benefit too the Red Tide Economy... go in there and you wont only have too deal with the Red Tide Mafia(which standard weapon is a Uzi) but also the Red Tide military might intervene.

We advise the nation of Momanguise to not accept military training from Communist Mississippi. The government has a long record of human rights abuses stemming from their colonies in North Africa. The Commonwealth requests that permission be given for a team of public health officials to be sent to the affected areas. They will be traveling with the neccessary equipment to treat cases of poisoning. Also allong will be an environment evaluation team, which will review the surroundings and suggest improvements to the infrastructure.

We accept the advice of Granzi and reject any form of military aid from the nation of Communist Mississipii, as the fundamental values of our two nations lie in a position of natural conflict.

Moreover, we welcome Granzi's scientists to help evaluate this situation. They will be given unlimited access to all sites inside of Armenia and will recieve all requested assistance from the Government.

If you want, rapid-response medical teams can be sent to the region within 48 hours, as can engineer battalions equipped to deal with a wide range of catastrophies, such as oil spills, contaminated soil and water supplies, drought, famine, chemical and biological attack, earthquakes and mudslides, and bombings.

The Aequatian Republic would like to offer its support to the crisis in the forms of both military and humanitarian aid. Our military can offer training and rebuild a core of the Azerbaijani armed forces which can in turn be self-sufficient in training a larger force to protect its people and enforce the laws and provide humanitarian support through the delivery of food and medicine, while aiding in the rebuilding of the nation's basic infrastructure.

We impress that the real problem is that the cause of this dispute lies within an unstable Azerbaijani economy. We may take nessercery actions to rectify this, should the situation remain in its present state. However, we accept all foriegn aid with gratitude.
