Official Announcement By the Allanean Government

In the recent attacks on Allanea by a multi-national group of aggressors, we have suffered the loss of 100,000 civilians, 3,000 military aircraft, all our oil production facitilies, and most of our railroad system. Also, our hemp and cotton production facilities are now destroyed. We request monetary and other humanitarian aid from whoever can provide it .

We will replace all aircraft for free (albeit with our own types), and send $100,000,000,000 as aid.

Humanitarian relief workers shall also be sent.

We can finance you with thirty billion US dollars in an immidiate aid loan; and can grant four billion US dollars in investments per annum over a period of ten years. In return, we request that you (a) sign a non-aggression treaty with the Kingdom of Wyer, (b) supply us with hemp and cotton cloth shipments at lowered tarrifs, and (c) permit our industries to invest within your nation.


-The immediate aid loan shall have a surcharge of 2% per annum, adjusted annualy, if not repaid within ten years of its granting.

-The duration loans of four billion US dollars shall have a surcharge of 3.5% per annum if not repaid within twenty years of their granting.

We will gladly sign a treaty with Weyr.

A single figure stands atop the ocean. In truth, it stands atop a pillar made of the same substance as it. As it's form spreads throughout the coral at the base of the pillar, the memory of its waking life before it came to this foreign world came to be, as well as knowledge of the damage it had done while it was recovering itself. It's conciousness spreads through the waves of energy that touches it, and soons learns to understand what is being said.

A lone seagull lands on it's shoulder, and the creature changes. Soon it resembles a large, transparent, hovering simian crablike creature. The leviathan removes itself from contact.

After several discussions with both the High King and the Consul-general, we have decided that the time periods are too short for your nation to adequately repay them. As such, we have extended them by ten addiitional years.

An official non-agression treaty now exists between Allanea and Weyr. This treaty does not extend to the allies or the protectorates of either nation.

The US$40billion have been wired.

The next installement, consisting of US$4billion, will be wired in one year's time.

It is my hope that those sending aid realise what they're getting into. Any of these supplies you send with almost certainly be vaporised from orbit by the 01QACF the instant they enter Allanea. As for your money, Allanea doesn't even accept fiat currency, and I don't see what good a bunch of gold will do them.

Oh, and to the leaders of Weyr: there is no hemp or cotton left in Allanea, thanks to several hundred million genetically engineered locusts. Have fun collecting payment.

The following is an official announcement by the United Governments of Kajal and Kajal Mars

As decreed by the Military Command, any, and all aid shipments destined for Allanea are to be interdicted and seized.

In particular:

- All military aircraft shipped to Allanea shall be seized, and destroyed.
- As the requisite infrastructure for electronic transfer has been destroyed, all monetary shipments shall also be seized.
- The prior statement includes monies declared as "loans".
- Any and all currency seized shall be returned to the issuing country after obtaining an agreement which states that the issuing country will not attempt to send further funds.
- Any and all currency seized that is not returned shall be frozen until a time that an agreement is signed.

As the requisite infrastructure for electronic transfer has been destroyed, all monetary shipments shall also be seized.

The leviathan comes up on radar of those who have it, seeming to be a zeppelin with obscure electronics systems and stealth properities that are outdated.

All Allanean-bound funds shall be transffered to the Wye Int'l Bank, centered in the city of Wye, and shall be held under the account named of 'Allanea Relief Funds,' until such a time as Allanea shall choose to collect them. At that time, the accumulated interest shall be collected by the Board of Estimates, and the surcharge countdown shall begin.

The Draconic Domain of Northwestern Liang echoes the Kajali statements, and will assist in detaining any funds destined for Allanea.

The USA is currently in the Iron Age, and cannot receive any sort of money without directly shipping it, where you will go through several Liangite fleets.

Understand this. Allanea is now under a Federation Military Embargo and Bloackade. Any attempt to ship aid of any sort to Allanea will be destroyed. Any attempt to provide funds for the now defunct Allanean War Machine will be eliminated through the use of unspecified means.

Any attempt to assist Allanea in resisting its defeat will be considered a criminal act and punished accordingly.

Basically, Weyr simply dumped several billion dollars into a numbered bank account. If the funds are not claimed in three centuries, they will be transffered back to their originator (the Board of Estimates). Hence, nothing actually goes to Allanea because our networks could not effectively transfer the funds to them

With your power in rhe fight against AMF was horrible. Tho, we are enemies of AMF, we will rebuild your Army for you. Our Elite Training from our Tropical Guard and our new designed gun of ADF-67 will grant you the best defense possible.

After the transmission by sentient peoples, the humanoid on the ocean calls back the leviathan. Assuming it is not intercepted by blockade forces, it makes physical contact with the humanoid and turns into a small, harmless blob which is quickly absorbed into the figure's body.

The Green Lion requests permission of the blockaders to send in a fleet of fifty outdated bulk freighters carrying a total of approximately five hundred thousand tons of grain and vegetables from its large agricultural sector for any civilians unfairly cut off from supplies by the aggressions of their government. The ships, if allowed, will be open for inspection should the blockaders have any doubts as to the contents. The armanents of the freighters shall be powered down... The Green Lion in no way wants to incur war against itself, merely to aid civilians in this time of need.
